Job Title: Monitoring and Evaluation Manager
Reporting to: Programmes Manager
Contract Type: Full time (37,5 hours per week)
Length: 12 month contract with possibility of extension (subject to funds confirmation)
Principal Location: Ukraine, ideally Kyiv

 

Part 1:  Role Purpose:

Street Child is seeking a bilingual individual, who is fluent in both Ukrainian and English, and wants to be involved in supporting the response to the humanitarian crisis in Ukraine caused by Russian military assault. This is a fantastic opportunity to become a member of a new and growing team that manages Street Child’s education-in-emergencies programme in Ukraine. The role will require a motivated and enthusiastic candidate to complement to UHF funded project and be responsible for Monitoring and Evaluation activities related to its implementation.

The role is responsible for the design, development and delivery of measurement and monitoring tools to partners; for coordinating data collection, collation, and analysis; for completing reporting. The role will also be responsible for strengthening the capacities of partners to measure and monitor implementation, and will assure rigorous, robust delivery tracking mechanisms through remote monitoring.

We are looking for candidates with a ‘can-do’ attitude and willingness to support wherever needed. This is a demanding role and is suited to individuals who enjoy being busy and involved in a variety of tasks. Part 2:  Key Responsibilities:

1) Evaluation Design and Delivery (60%)

  • Design and deliver logical frameworks including project indicators and targets in line with intended impact
  • Design and deliver evaluation plans and protocols, including qualitative, quantitative and mixed methodologies, methods, sampling strategies, schedules, and spot checks for validation and verification
  • Design and deliver evaluations instruments, including quantitative and qualitative templates and tools
  • Establish and embed rigorous, robust data collection, collation and cleaning protocols and databases for rapid data processing across programmes to assure availability of rich data for analysis
  • Engage in regular data analysis, applying qualitative and quantitative analytical approaches to assess impact; ascertain areas for improvement; and advise on course corrections
  • Engage in regular reporting that provides in-depth analysis and insights into programmatic impact and areas of improvement
  • Explore and embed innovative approaches, including digital approaches, and inclusive approaches adapted for abilities, age, gender, geographies, etc to expand and enhance data quality
  • Assist and assure adherence to appropriate data storage policies and procedures, to protect the confidentially, integrity, and privacy of participants and participant information
  • Assist and assure adherence to appropriate ethical protocols and safeguarding policies and procedures across all aspects of evaluation and evidence generation
  • Provide support for Monitoring and Evaluation Officer to assure timely completion of tasks related to M&E part of the project

2) Management & Knowledge Sharing (40%)

  • Provide training, coaching and presentation to the team, involved stakeholders and partners to ensure timely project implementation
  • Ensure excellent presentation of evaluations and evidence of impact in proposals, assuring appropriate proof of impact for our propositions
  • Guide and supervise Monitoring and Evaluation Officer ensuring accurate and timely results

4) Other

Part 3:  Person Specification      

Attributes

 

Essential Beneficia
Experience and Knowledge • Previous working experience in project monitoring and evaluation within the humanitarian field, working in complex and volatile contexts

• Previous experience in evaluating programmes (including the entire evaluation cycle) in humanitarian contexts

• Demonstrated experience developing M&E tools including qualitative and quantitative data collection tools

• Experience working with M&E and Office tools

• Working knowledge of humanitarian standards and principles

• Experience in modern or experimental evaluations

Skills and Abilities • Critical thinking and ability to see a broader picture; ability to analyse different sources of information and provide informed judgment

• Capabilities using statistical software (NVIVO, SPSS, STATA, etc)

• Comprehensive understanding of sectoral standards (including CHS on Quality and Accountability)

• Comprehensive understanding of qualitative and quantitative methodologies and methods, including instrumentation tools

• Proven capabilities in leadership and team working, excellent interpersonal, listening and communication skills

• Experience on presenting information to a group of people, delivering presentations,

• Demonstrated experience to work under pressure and tight deadlines

•  Excellent written and spoken Ukrainian and English language skills

• A ‘can-do’ attitude

• Proficiency in time management

• Excellent written and spoken Russian language skills

• Comprehensive understanding of inclusive approaches

• Comprehensive understanding of considerations conducting evaluations in low-resource environments and emergencies – including cost efficiencies
