Deloitte is seeking qualified candidates to close several vacancies in a Monitoring, Evaluation, and Learning team to support the USAID State-Owned Enterprises Reform Activity in Ukraine (SOERA). This vacancy announcement may result in the hiring of several candidates for different levels within the MEL team, depending on their experience, education, and qualifications. Both consultant and employment contract options are available.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing critical activities to maintain public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the population and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.

Objective:

MEL Generalist will be responsible for supporting MEL activities, data collection, and reporting to assess the impact and sustainability of project implementation. They will work closely with project stakeholders to ensure effective monitoring, evaluation, and learning practices are implemented throughout the project lifecycle. The position is full-time and is currently remote.

Duties and responsibilities:

  • Establish or help maintain systems for gathering, analyzing, and reporting performance data in alignment with project objectives and USAID guidelines.
  • Support monitoring, evaluation and learning activities and data collection according to the IDIQ Performance Monitoring and Learning Strategy and Task Order MEL plans.
  • Collaborate with other MEL team members to ensure comprehensive coverage of MEL tasks and deliverables.
  • Assist in collecting indicator data and monitoring progress towards targets outlined in the MEL plan.
  • Maintain data quality and integrity, documenting leading practices, and facilitating the use of data to inform decision-making and program design.
  • Contribute to the development and execution of project Work Plans, including supporting MEL responsibilities.
  • Work together with the communication specialist to produce public outreach materials, success stories, fact sheets etc.
  • Contribute to quarterly and annual reports and other activities as requested.

Basic Requirements and Qualifications:

  • BA in international relations, economics, statistics or related field; MA preferred.
  • Relevant experience in designing MEL systems, ensuring data quality control, and reporting for USAID projects or similar donor-funded initiatives.
  • Professional experience with donor-funded technical assistance projects will be advantageous.
  • Familiarity with USAID’s Evaluation Policy and Collaborating, Learning, and Adapting (CLA) approaches.
  • Excellent communication skills (both written and oral) in English and Ukrainian and experience preparing high quality written materials.
  • Proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices.
  • Ability to handle multiple tasks simultaneously and work within tight deadlines.
