Mission and objectives

UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide.

Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women work in Ukraine focuses on supporting the government and civil society in advancing gender equality and implementation of the national and international commitments on gender equality and women’s human rights. UN Women Ukraine implements interventions towards the realization of following strategic goals: elimination of violence against women and girls; implementation of women, peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work.
Since the beginning of the Russian full scale military invasion, Ukraine is rapidly emerging as one of the world’s most complex emergencies.
The communications and advocacy activities will raise awareness about existing problems in achieving gender equality, celebrate women’s leadership and inclusion, feature real-life stories from women and men, girls and boys that promote equality by means of compelling content, impactful media collaborations, influencer engagement, and digital communication tools, alongside the evidence generated through various knowledge products. Where possible, efforts will also be aligned with government communications activities to leverage momentum and opportunities for reaching wider audiences.

Task description

Within the delegated authority and under the supervision of Communications and Advocacy Analyst, and the Communications Team or his/her designated mandated representative(s), the UNV Communications Associate will:

• Develop and manage the UN Women Ukraine CO website, provide oversight and quality assurance into its contents based on corporate requirements;
• Manage the CO social media accounts in line with corporate social media policy;
• Produce graphic images and texts for social media and CO website in Ukrainian and English;
• Produce video and photo materials to support communication activities of the country office;
• Produce regular analytics of the UN Women Ukraine social media presence (Facebook, Twitter, Instagram);
• Under supervision of the communications team, provide timely submission of multimedia products and knowledge products to the regional communications channels;
• Provide support to the communications team to develop, edit and translate the narratives for the Ukraine and Regional Office websites into English and Ukrainian language, including but not limited to stories, news releases, announcements, articles, subtitles to videos, and more;
• Provide support to the communications team on operational and administrative tasks;
• Any other related tasks as may be required or assigned by the supervisor.

Results/expected outputs:

• As an active UN Women team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UN Women and its beneficiaries in the accomplishment of her/his functions, including:
o   An uninterrupted launch and operations of the CO website is ensured;
o   Timely production of social media assets and supporting texts, timely scheduling and posting in accordance with the UN Women social media policy and communications requirements are ensured;
o   Submission of monthly social media analytics reports with respective comments and recommendations is ensured;
o   Support to professional production of multimedia materials and timely submission of UN Women communications products on the country, regional and HQ level are provided;
o   Quality writing, editing and translation of communications materials from/to English and Ukrainian language are provided
o    Continuous and professional support to the communications team upon their requests is provided;
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment;
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Requirements

Required experience

3 years of experience in the national or international level in a communications role with the following job-related functions: digital communications, web management, social media management, copywriting, graphic design.
c) Advanced skills in graphic design, including Adobe Photoshop, Adobe Illustrator, Adobe Premier or similar, Canva, and more;
d) Familiarity with Drupal, HTML, Readymag, Tilda is strong asset;
e) Experience in coordinating multimedia production (photo, video, digital media);
f) Proficiency in English and Ukrainian is mandatory (English –advanced/proficient, C1/C2);
g) Experience in writing and editing communications texts in English and Ukrainian; h) Ability to produce creative solutions, and operate under strict deadlines;
i) Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
j) Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
k) Have affinity with or interest in human rights, gender equality, women’s rights, volunteerism as a mechanism for durable development, and the UN System.

Other information

Living conditions and remarks

As it is a national UN Volunteer’s assignment, the volunteer shall organize his/her accommodation by themselves. Taking into account the current circumstances in the country, telecommuting arrangements can be applied by the Host Entity.

Entitlements of National UN Volunteer (Specialist – Step 1).

The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances:
• Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1534 (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses.

Medical and life insurance:
• Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date.
• Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements:
• Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment.
• Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period
• Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle.
• Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.

In Ukraine UN Women works with the government, parliament and civil society in advancing gender equality through implementation of the national and international commitments on gender equality and women’s human rights. UN Women Ukraine implements interventions towards the realization of following strategic goals: elimination of violence against women and girls; implementation of women, peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work. The joint programme of UN Women, UNDP, FAO and UNFPA on “EU Support to the East of Ukraine – Recovery, Peacebuilding and Governance”, funded by the European Union, will be implemented in conflict-affected Donetsk and Luhansk oblasts of Eastern Ukraine. Joint programme aims to contribute to peace, economic revitalization and reconciliation in Eastern Ukraine through social and economic recovery, with special focus on Government Controlled Areas (GCAs) of Donetsk and Luhansk oblasts. Programme has four specific objectives: 1) To enhance local capacity for gender-responsive decentralization and administrative reforms to improve governance, local development and the delivery of services; 2) To stimulate employment and economic growth by providing assistance to Micro, Small and Medium Enterprise (MSME) development through demand-driven business development services and professional skills training; 3) To enhance social cohesion and reconciliation through promotion of civic initiatives; 4) To support sector reforms and structural adjustments in health, education and critical public infrastructure to mitigate direct impacts of the conflict. UN Women jointly with other participating UN Agencies will support the implementation of two programme components (under objectives 1 and 3) and will provide gender mainstreaming into all four components of the programme. Under the overall guidance and supervision of Programme Manager based in Kiev, the Gender Mainstreaming Specialist/Analyst will be responsible for providing technical and capacity building support to the programme staff in mainstreaming gender in all four components and related activities of the joint EU-funded programme. Impact of results: The key results of this post will include enhanced capacity on gender mainstreaming and women’s empowerment among the staff of participating UN agencies, as well as ensure that gender analysis is systematically applied throughout the programme planning, implementation, monitoring, evaluation, reporting, and gender is mainstreamed into all programme components/activities, eventually leading to gender-responsive implementation of the joint programme.
