Consultant on conducting the communications trainings for regional authorities at Deloitte in support of the USAID/ Ukaid Health Reform Support (HRS)

Deloitte is seeking a qualified candidate to serve as the short-term Consultant on developing and conducting the trainings on communications for regional authorities/homadas  in support of the USAID/ Ukaid Health Reform Support (HRS).

Period of Performance: January 1, 2022– September 30, 2022

Level of effort: 42 days

Objective

The Consultant will work under Project’s Objective 1. Improve health sector governance and provide support in developing and conducting 24 on-line communications trainings for health facilities’ owners that are targeted to design health services access navigation system for the population of the hromadas. Each training will be conducted for 5 teams of one oblast. The trainings will be implemented online with the following online meetings with each team.

Consultant on the training for health facilities’ owners is expected to participate in developing the training curriculum and training materials. It is expected that the consultant will:

• develop a detailed program of the training identifying training topics, their structure, and methods of training
• develop educational materials that include: presentations, tasks for course participants, cases for analysis, etc.

The content of the trainings is expected to cover the following topics:

• Basic concepts and approaches of communications.
• Assessment of community communications healthcare-related problems.
• Identification of the priorities and development of the health services access navigation system.

Responsibilities:

• Develop a detailed training agenda
• Develop methodological materials based on the training content
• Develop cooperation with stakeholders interested in supporting the activity
• Cooperate and maintain dialogue with activity’s counterparts
• Conduct the online training with a practical workshop session
• Conduct an online session after training to follow up on the results of the training.

Qualification requirements:

• Bachelor’s or Master’s degree in communications or other related areas;
• Experience in working with regional authorities or governmental institutions, in particular conducting training modules or similar events for governmental officials;
• Experience in developing and delivering training modules/educational events;
• Experience in health care communications area;
• Strong communication and negotiation skills
• Ability to work in a team
• Excellent planning and time management skills
• Experience working with USAID projects or other technical assistance projects will be an asset.
