Експерт напрямку “Реформа державного управління” (HR) до Команди підтримки реформ (КПР) при Міністерстві захисту довкілля та природних ресурсів України

A highly qualified professional is needed in order to draft, supervise and support the necessary products (documents) related to the Public Administration Reform.

The Expert will be subordinated to the RST PAR Project Manager.

Main Duties and Responsibilities: Support to PAR Project Manager, Working Groups, RST Director in:

– data and information search, integration and analysis related to PAR;

– coordination of HR related projects;

– preparation of open calls for Directorate positions in the Ministry (e.g. drafting proposals for competency requirements), as well as holding the competitions (e.g. preparing case studies, etc.)

– preparation of internal regulations for the Ministry and central executive bodies;

– implementation of job classifications, HRMIS, KPI assessment system, system on the training needs assessment;

– training and capacity building within the Ministry;

– organization of PAR related Reform Support Team events (e.g. round tables, conferences and forums to engage stakeholders on key reform themes and policy proposals, training sessions);

– preparation of timely and quality reports and status updates on implementation progress in the area of PAR;

– preparation of slides for presentations, infographics.

Main anticipated Deliverables for this position include, but are not limited to:

• internal regulations, job descriptions, competencies requirements, organization of calls for positions for the Ministry and its central executive bodies;
• proposals for improvement of internal processes in the Ministry related to HR;
• proposals on competence management implementation (HR business processes, job classifications, KPI assessment system, system on the training needs assessment, HRMIS);
• analysis on the current system of training needs for the Ministry staff definition and proposals on its improvement;
• organization of PAR related Reform Support Team events (e.g. round tables, conferences and forums to engage stakeholders on key reform themes and policy proposals, training sessions);
• trainings and support to the Ministry in implementation of the competence management implementation.

     Qualifications and skills:

• Master’s degree in human resource management, business administration, public administration, law, psychology or similar
• Strong working knowledge of Human Resources processes implementation
• Excellent interpersonal skills to form effective working relationships
• Strong analytical, writing, communication and presentation skills
• Fluency in Ukrainian and English
• PC literacy (advanced PowerPoint, Excel, Word skills)

     Professional experience:

• More than 5 years of general postgraduate professional experience
• 3 years of proven managerial experience in HR. Experience in introduction HR processes, KPI assessment systems, capacity development is an asset

    Other experience:

• Experience with the reform implementation in Ukraine, especially as related to the Public Administrations is a plus
• International education or work experience is a plus
• Experience with government entities and their mandate and processes is an asset.
