The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professional for the position of Finance Clerk with its main office in Kyiv.

Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities

Under the direct supervision of National Finance Officer and overall guidance of Finance Officer, the incumbent provides secretarial, clerical and finance supports to the unit:

  • Assisting in proper control of the completeness and accuracy of supporting documents for payments and financial reports;
  • Assisting in preparation and examination of supporting documents for payments to be processed in IRMA;
  • Checking whether Suppliers’ documents are properly certified by Programme Managers / authorized persons;
  • Assisting in verification of entitlement travel expenditures and supporting documents, checking eligibility of expenses for further processing by Payroll Section;
  • Assisting in preparation or scanning of documents for submission to the state tax authorities for VAT refund;
  • Assisting in preparation of routine correspondence, Inter-office memoranda and reports in accordance with the OSCE Rules and Regulations;
  • Receiving and registering incoming correspondence, insuring that outgoing correspondence is properly distributed;
  • Maintaining the proper filing system for financial records and documents;
  • Performing other related duties as assigned.

Necessary Qualifications

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education;
  • Minimum 2 years of office work or book-keeping experience;
  • Computer literate with practical experience with Microsoft applications, knowledge of ERP systems is desirable;
  • Professional fluency in English, Ukrainian and Russian languages, both oral and written;
  • Ability to adjust to a broad range of new tasks in a complex administrational environment in a short timeframe;
  • Flexibility e.g. changing shifts on short notice;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.
  • Remuneration Package

Monthly remuneration, subject to social security deductions is 739 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.

The OSCE Special Monitoring Mission to Ukraine (SMM) is an unarmed, civilian mission, present on the ground 24/7 throughout Ukraine. Its main tasks are to observe and report in an impartial and objective way on the situation in Ukraine; and to facilitate dialogue among all parties to the crisis. The Mission contributes to reducing tensions and to fostering peace, stability and security. The Mission engages with authorities at all levels, as well as civil society, ethnic and religious groups and local communities. The Mission gathers information and reports on the security situation; and establishes and reports facts in response to specific incidents, including those concerning alleged violations of fundamental OSCE principles. The Mission currently foresees around 1,450 mission members spread across 10 Monitoring Teams.
