The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of ICT Assistant with its Office in Luhansk. The OSCE is committed to achieving a better balance of women and men within the Organization.
Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Under the direct supervision the Camera Support IT Officer and overall guidance of the ICT Officer/TMC Support and Chief of ICT in HQ (Headquarters) the incumbent provides a full range of ICT services to the MT (Monitoring Team) in support of the Surveillance monitoring. More specifically, responsible for the following tasks and responsibilities:
- Installing and maintaining the ICT equipment required for on-going functioning of the Camera sites and other ICT equipment in the offices, including Forward Patrol Bases within the AOR (Area of Responsibility) of MT and/or PH;
- Performing periodic quality tests of Camera site ICT Systems (Switches, Routers/Firewalls, 3G modems, Microwave links, Internet and leased lines, etc.);
- Carrying out basic troubleshooting of ICT systems designed to perform in an autonomous mode, requirements to support them and maintaining their operational lifetime;
- Responding to requests for assistance from users; logging calls in a database; maintaining accurate log entries of requests with fault details;
- Searching documentation and previous requests for assistance on related topics to find most effective solutions;
- Escalating requests to Kyiv HQ ICT service desk if needed;
- Performing other related duties as required. May be called to drive official vehicles. As part of the recruitment process applicants must be determined as fit to work for the SMM prior to appointment/assignment, by completing a medical examination form and/or medical questionnaire, which will be assessed by a duly qualified medical practitioner appointed by the SMM.

Necessary Qualifications |

- Ukrainian citizenship or holding permanent resident status in Ukraine;
- Completed secondary education supplemented by technical training in computer hardware and software, network/system administration and maintenance , communications systems to include VHF, HF, GSM, Satellite systems;
- Minimum 4 years working experience with telecommunication equipment with a special knowledge in LAN/WAN networking systems, VHF/HF and also experience with satellite communication systems;
- Technical knowledge in IT areas, to include Microsoft Operation Systems, LAN/WAN networking systems and MS Office Applications;
- Excellent written and oral communication skills in English, Russian and Ukrainian;
- Valid C driving license would be an asset;
- Good communication skills and competence in handling user’s problems;
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1029.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. |
