Program Summary

Mercy Corps’ Ukraine crisis response seeks to meet the humanitarian needs of vulnerable Ukrainians and other conflict-affected people where they are: displaced inside Ukraine, refugees in Poland, Romania and Moldova, or trapped behind frontlines. We aim to reach 500,000 vulnerable people with multi-purpose cash assistance, in-kind humanitarian support, and protection services across four countries. Almost all of our impact will be delivered in partnership: with Ukrainian, Polish, Romanian and Moldovan civil society organizations through a granting program that matches humanitarian action with capacity strengthening, and with peer international NGOs through a consortium in Ukraine.  Mercy Corps is responding to the Ukraine crisis with large-scale consortium programming with a focus on Multi-Purpose Cash Assistance (MPCA). The Consortium is a partnership between four international humanitarian aid agencies to model and deliver innovative, effective cash and other humanitarian assistance programs to support people affected by the Ukraine crisis within Ukraine.

The Operations Department provides key support to the entire country program in procurement, asset management, warehouse management, fleet management and facilities & office management for successful program implementation.

General Position Summary

The Warehouse Officer will ensure smooth operations of MC warehouses and manage the receipt, dispatch and inventory keeping of all goods that entered are into the storage facilities. By implementing Mercy Corps warehousing procedures, the Warehouse Officer ensures that all inventories will be accounted for according to MC and donor requirements.

Essential Responsibilities

• Follow the Mercy Corps Field Warehouse Policy.
• Daily coordination of warehouse activities.
• Ensure the timely delivery of supplies to respective projects with the coordination of the procurement and logistics teams.
• Maintain the inventory and prepare the reports on a daily basis.
• Travel to field sites to receive and inspect goods delivered directly to the field.
• Interact with suppliers in the receiving and inspection of goods – issues GRNs.
• Receive the goods as per the description on the purchase order/request. Inspect goods upon delivery and reject inadequate, broken, lower quality and other items not meeting the requirements of the order.
• Dispatch goods from the warehouse using appropriate MC procedures, Store Release forms, Waybills and update Stock Records.
• Prepare a report of monthly stocks, end of grant stocks, fiscal year physical counts and other physical counts, as instructed by the supervisor.
• Display bin cards on each item in the warehouse.
• Maintain physical and electronic copies of inventory, as per formats and forms provided in the Warehouse Manual.
• Coordinate with the logistics for transportation arrangement for dispatches.
• Generate the commodities movement waybills and gate passes.
• Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Minimum Qualification & Transferable Skills

• Minimum 2 years experience in storekeeping, warehousing and material handling or related field.
• Basic computer skills in MS Office applications.
• Fluency in written and spoken English.
• Strong organizational skills and ability to multi-tasking.
• Fluency in Ukrainian is required.
• Russian and English languages are an asset.

 Success Factors

The successful Warehouse Officer will coordinate warehouse and material management tasks to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations. They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial and training capacity while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities. The most successful Mercy Corps staff members have a solid commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
