Background:

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of National Security Officer with its field office in Chernivtsi. The OSCE is committed to achieving a better balance of women and men within the Organization.

Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities:

Under direct supervision of the Chief  of Mission Security (CMS)  and his/her Deputy (D/CMS), the incumbent is responsible for assisting and advising the Team Leader (TL) on planning and implementing arrangements designed to ensure security and safety of Mission Members and visitors as well as security and safety of the Monitoring Team (MT) property and premises.

More specifically, National Security Officer is responsible for the following tasks and responsibilities:

  1. Developing and maintaining the MT Security Related Documents: MT Security Plan (SP), Evacuation Plan (EP), contingency plans for emergency situations, Security Risk Assessment (SRA) in the MT Area of Responsibility (AoR) and submitting regular security report to Head Office (HO).
  2. Continuously reporting to the CMS and D/CMS on identified threats/risks and security incidents in the AOR and proposes appropriate mitigating measures.
  3. Ensuring that MT “Warden System” (Emergency Notification System) is in place and keeping it updated.
  4. Advising the Team Leader on planning and implementing day to day activities to provide security and safety of MT Mission Members, visitors and MT property and offices premises.
  5. Assisting the TL on ensuring all matters, related to physical security, fire safety and information security of the Monitoring Team (MT);
  6. Establishing lines of communication with national security providers/focal points and international security players operating in the AoR in order to ensure maximum security coordination and information sharing;
  7. Collecting, assessing and communicating information regarding the security situation in the MT AoR to the MT staff and to HO;
  8. Responding to security incidents in the MT AoR, handling the situation on the spot and follows the cases with local law enforcement authorities (when applicable) until they are closed;
  9. Maintaining contact with physical security providers for SMM, supervises the activities of Security Guard (SG) and evaluates their performance;
  10. Assisting in conducting regular appropriate exercises (such as fire and evacuation drills, communication tests) to ensure staff preparedness for eventual emergencies;
  11. Providing support in organizing and conducting training courses on security awareness and preparedness, security orientation/briefing to newly assigned SMM staff members;
  12. Conducting security briefings and prepares security advisories, as required
  13. Ensures that the appropriate level of confidentiality is maintained with regard to security matters;
  14. Assists to Team Leader in any arising security matter;
  15. Performs other tasks as assigned by CMS/DCMS.

Necessary Qualifications:

The candidates should have the following minimum qualifications:

  • Citizenship of Ukraine;
  • First-level university degree;
  • Minimum of two years of professional experience in security or international relations with focus on security management;
  • Holding a valid driving licence.
  • Prior experience with the OSCE, UN system or an international NGO is desirable;
  • Knowledge, understanding and established ability to manage security challenges in conflict environment;
  • Flexibility and ability to work under pressure and within limited timeframes as well as the ability to solve problems effectively and efficiently;
  • Professional fluency in English, Ukrainian and Russian languages, both oral and written;
  • Ability to operate Windows applications including word processing, database and email;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,785.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
