Under overall supervision of the Chief of Mission (COM) and the Emergency and Stabilization (E&S) Programme Coordinator and direct supervision of the National Field Officer (E&S) in Donetsk and with technical supervision from the National Senior Finance Officer, National Human Resources Officer and the National Procurement and Logistics Officer, the successful candidate will contribute to the implementation of IOM Ukraine’s Emergency and Stabilization efforts carried out by the Donetsk field office, in particular related to administrative support.

Core Functions / Responsibilities:

  1. Administratively support the overall implementation of Emergency and Stabilization efforts, chiefly in the areas where the Donetsk field office is active with support of Lugansk office.
  2. Support the NO monitoring all finance aspects related to the running of the IOM Donetsk field office, as well as all payments and other project-related financial issues regarding project activities coordinated by IOM teams in Donetsk and Lugansk.
  3. Apply admin/finance procedures in place and propose new solutions to smoothen related processes as necessary, feasible and applicable, to better adapt to the changing context in NGCA and implementation methodologies of the Organization.
  4. Act as the human resources and financial focal point for all IOM staff deployed in the Donetsk and Lugansk field offices, including organizing sessions to inform on relevant HR-related updates and communications.
  5. Provide support in the administration and organization of FO-related activities and events (meetings, presentations, discussions, visits, etc.)
  6. Assist the FO staff in the procurement of goods and services.
  7. Provide logistical support to NGCA and visiting staff including submission of security clearances, movement plans and accommodation bookings.
  8. Provide informal interpretation and written translation (English/Ukrainian, Russian as well) when necessary.
  9. Draft official and unofficial correspondence in English and Ukrainian (Russian if necessary).
  10. Render support to programme visibility as necessary.
  11. Undertake duty travel pertinent for Emergency and Stabilization programming on an as-needed basis.
  12. Perform other duties as may be assigned.

Required Qualifications and Experience


  • High school diploma/certificate or equivalent with at least four years of relevant work experience


  • Bachelor’s Degree with at least two years of relevant work experience (degree in finance, business, public administration, human rights, political science, economics, or international relations/development would be an advantage).


  • Background in finance, procurement and logistics, and general administration, and to a lesser extent, human resources, is a distinct advantage;
  • Experience of working in a UN agency or International NGO is an asset;
  • Experience of working with governmental authorities and NGOs;
  • Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.
  • Knowledge and understanding of the issue of emergency response in Ukraine;
  • Knowledge of NGCA specific background and ability to deliver results under the circumstances.


Fluency in English, Ukrainian and Russian is required.
