Background

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Recruitment Assistant with its Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities

Recruitment Assistant works as part of Recruitment section of the Human Resources Unit under the direct supervision of the Human Resources Officer / Recruitment Officer/ National Recruitment Officer and overall guidance of the Head, Human Resources Management. The incumbent is responsible for the full cycle recruitment process for all post categories (international seconded and contracted, national professional and general service posts), as well as short term staff and consultants, their overall coordination and administration.

More specifically the Recruitment Assistant:

1. Provides support in staff recruitment and selection by:

  • Drafting vacancy notices for international and national positions in the SMM;
  • Maintaining internal vacancy database, issuing and disseminating vacancies, updating and maintaining the internal report on the status of recruitment for open vacancies;
  • Maintaining SMM Recruitment e-mail account and responding to inquiries from prospective applicants;
  • Collecting all applications for national contracted positions and performing initial screening; distributing long-listed applications (national and international) to the respective hiring departments;
  • Liaising with hiring departments regarding composition of the Interview Board and regarding preparation of written test and evaluation criteria, as well as interview questions and interview schedule; communicating with short-listed candidates regarding administration of written test and interview arrangements;
  • Coordinating with Interview Board members on their availability for interviews, preparing candidates’ interview documentation;
  • Administrative preparation for interviews: setting up interview rooms (for in person, telephone, or video interviews), welcoming candidates, etc.;
  • Participating in Interview Boards as a representative of the HR Unit and a board member/secretary; facilitating interview process, drafting recruitment reports for further review of the interview Boards; preparing necessary documentation for further approvals;
  • Performing reference check;
  • Communication with selected candidates on employment conditions; internal coordination regarding arrival of newcomers;

2. Providing daily support to HR Assistants in the field offices; providing on-job trainings on recruitment and selection to HR Assistants in the field;

3. Maintaining filing system of the Recruitment section and general administrative duties;

4. Travelling to field locations, if required;

5. Performing other duties as assigned.

Necessary Qualifications

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education supplemented by formal studies in Administration, HR functions;
  • Minimum 4 years of experience in general administration, in particular personnel administration and recruitment matters preferably in an international environment;
  • Professional fluency in English, Russian and Ukrainian languages, excellent written and oral communication skills in the mentioned languages;
  • Computer literate with practical experience in Microsoft Office applications;
  • Customer service oriented; ability to work in a confidential environment and maintain a high level of discretion;
  • Flexibility and ability to work with minimum supervision and with limited time frames;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

Monthly remuneration, subject to social security deductions is 1029.33 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale.
