Background:

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Senior Recruitment Assistant with its Head Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

Tasks and Responsibilities:

Under the overall supervision of the Recruitment Officer and direct supervision of the National Recruitment Officer, the incumbent is responsible for providing guidance on and administrative support for recruitment and selection processes in line with established human resources policies and procedures. The incumbent engages in the management of recruitment for the Mission, including application reviews, participating in interview panels and recruitment logistics. In addition, the incumbent will support recruitment data management and reporting.

  1. Provide guidance to hiring managers on recruitment policy and procedures, responding to queries in a comprehensive and timely manner;
  2. Drafting, reviewing and issuing vacancy notices;
  3. Assessing and screening applications based on established criteria to develop long-lists;
  4. Liaising with hiring managers to develop shortlists of candidates to be invited for interview;
  5. Liaising with hiring departments to develop panel interview boards in line with established recruitment policies;
  6. Co-ordinating the preparation of interview questions, written tests, self-recorded interviews and related evaluation criteria;
  7. Co-ordinating the administration of written tests and/or self-recorded interviews, and the management of panel interview logistics;
  8. Participating in panel interviews and drafting recruitment reports for further approval;
  9. Conducting reference checks and/or performance checks for candidates recommended for hire;
  10. Ensuring timely communication of recruitment process outcomes to applicants at appropriate junctures in the recruitment process;
  11. Advising candidates on the recruitment process and employment conditions as needed;
  12. Ensuring all required documentation is completed by candidates in a timely manner;
  13. Co-ordinating arrangements for new staff members (ordering ID cards, network accounts, phones, etc);
  14. Providing guidance to and supporting the co-ordination of the work of Recruitment and HR Assistant(s) within the Recruitment Unit and in the field offices;
  15. Providing training to and supporting capacity building of recruitment stakeholders within the Mission;
  16. Supporting recruitment data management for reporting purposes including database updates and data analysis of vacancy and candidate information;
  17. Supporting recruitment related communications activities including outreach efforts;
  18. Performing other duties as assigned, including travel to field locations if required.

Necessary Qualifications:

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education supplemented by formal studies in Administration, HR functions;
  • Minimum 6 years of experience in human resources administration, preferably in the area of recruitment;
  • Professional fluency in English, Russian and Ukrainian languages, excellent written and oral communication skills in the mentioned languages;
  • Professional knowledge of Microsoft Office applications;
  • Client orientation and the recognition of confidentiality in recruitment management;
  • Flexibility and ability to work with minimal supervision within limited time frames;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1225.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and social security/ Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
