Background

While technological innovations are well accepted and actively used by the Ukrainian society, social innovations (e.g. inclusive design, solutions for people with visual impairments or other disabilities, or collective kindergartens) slowly weaves into the societal canvas, the innovations coming from nature is a poorly known concept in Ukraine. In fact, there is little consensus on how to describe many of the complex bio-innovation terms such as nature-based solutions (NBS) in Ukrainian.

Nature-based solutions for development is one of six signature solutions by UNDP. UNDP views nature as a solution to strengthening resilience to climate shocks by promoting nature-based climate change adaptation and mitigation. Therefore, this  project will benefit from the global knowledge and practice acquired by UNDP practitioners and experts around NBS including examples from different countries.
Since November 2019, UNDP Ukraine promotes the NBS concept among different stakeholder groups and builds a community of interested people and organizations. The exhibition “Sustainable Nordic Cities”, which showcased Nordic solutions that respond to the challenges that cities across the globe are facing, organized on 7-17 November 2020 by the Embassy of Sweden in Kyiv, Embassy of Finland in Kyiv, Royal Norwegian Embassy in Kyiv, UNDP Ukraine, СANactions and Comixans created a momentum of interest to the sustainable cities from different groups.  UNDP’s Accelerator  Lab in Ukraine capitalized on this momentum and started building a community of partners called “Innovations by Nature” with the goal to share ideas and search for solutions using collective intelligence approach.
The following results will be achieved: (i) National and local authorities have capacities to integrate and implement gender-responsive nature-based solutions in municipalities; (ii) Communities can test and scale up gender-responsive NBS initiatives; (iii) Diverse groups have improved knowledge and awareness on gender-responsive NBS
Under the overall guidance and direct supervision of Team Leader of Energy and Environment Portfolio, the Project Manager is responsible for effective delivery of project implementation support services ensuring effective operational management of the project, transparent utilization of financial resources, and the mobilization of resources for the scale-up of the programme. The Project Manager promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.
The Project Manager works in close collaboration with the respective CO Programme and Operations teams ensuring successful CO performance and compliance in programme management and finance.
The Project Manager provides supervision of the project team.
The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.
Duties and Responsibilities
Summary of key functions:
  • Annual work planning, implementation and reporting
  • Mobilization of technical expertise and financial resources
  • Knowledge building and knowledge sharing
  • Support partnerships activities at project level
  • Monitoring and evaluation
  • Technical input and guidance on nature-based solutions
  • Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise
  • Promote a safe and enabling environment free of any kind of discrimination and abusive behavior.
Ensure annual work planning:
  • Prepare annual project workplans and related sub-plans (procurement plan, quarterly plans if required, and others as necessary);
  • Ensure timely and good-quality implementation of workplan activities ;
  • Continuously monitor progress against the approved work-plan; Identify changes in the external environment and promptly agree necessary solutions/actions ( ex. related to the planning and implementation of activities, need for new activities) with UNDP office and Project Board;
  • Monitoring expenditure to ensure that it is in line with approved budgets, AWPs and UNDP Programmed/Financial policies;
  • Develop a full resource mobilization strategy and plan for scale up of the project.
Ensure effective support to mobilisation of technical expertise and financial resources of the project:
  • Analyse information on potential bilateral donors and national counterparts to recommend a strategic approach to resource mobilization and partnership development;
  • Develop and implement the resource mobilisation strategy for the project;
  • Develop Terms of Reference (TOR) to deliver the project in full alignment with the project document outputs and expected results; coordinate TOR development with UNDP CO and national partners (as necessary) in terms of expected results; in coordination with UNDP CO secure ownership and participation of key national partners in the project’s technical work;
  • Exercise responsibility and oversight over the recruitment of national experts and their work, in order to implement activities and ensure quality deliverables;
  • Supervise the technical national consultants’ teams, provide leadership and guidance; act as a quality assurance for all the technical deliverables;
  • Ensure effective team leadership by holding periodical technical staff meetings, check progress towards delivery of technical reports, ensure quality of deliverables; facilitate national partners’ involvement and ownership over the technical knowledge products;
  • Identify complementarities and opportunities for synergies across UNDP portfolio’s projects, including mainstreaming nature-based solutions in other thematic areas.

Support partnerships activities at project level:

  • Be familiar with the activities of other development projects in the sector/area, establish contact and keep up-to date with their work;
  • Create and maintain partnerships with Ministries, local institutions, academia, potential donors, private sector in all project target areas;
  • Create and maintain partnerships into linked multilateral frameworks and conventions such as the Biodiversity Convention.
Ensure facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters focusing on the achievement of the following results:
  • Regular exchange of information/experience with other projects, cross-learning and sharing results and good practices;
  • Capture lessons learnt during project implementation – a lessons learnt log can be used in this regard;
  • Participation in regular internal meetings;
  • Participation in training events, communities of practice, codifying and sharing knowledge;
  • Facilitation and organisation of training for project staff to enable them to perform at the required level.
Monitoring and evaluation:
  • Responsibility for ensuring the practical tasks required to effectively implement the M&E plan are performed and that an appropriate database is established to enter, process and generate materials required to measure project progress towards indicators;
  • The Project Manager will play a central role in supporting the midterm and final UNDP Independent Evaluations.
Provide technical input and guidance to all stakeholders:
  • Contribute to coordination of activities and assessment undertaken by UNDP, UN country teamnd other partners. Provide advise and quality assurance for the nature-based solutions-related areas.
Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise:
  • Integrate gender equality concerns into the project/programme cycle: design, planning, implementation, M&E, reporting, communications;
  • Promote gender equality accountability framework, ensure effective leadership and results-based management for gender equality results (gender focal team, gender action plan, gender-responsive budgeting, etc.);
  • Ensure all project proposals/documents are informed by gender analysis and developed in line with corporate gender equality goals and priorities;
  • Ensure strategic partnership building to promote gender equality and women’s empowerment (the national gender machinery, line ministries/institutions, civil society actors, especially women’s groups and networks);
  • Identify partnership strategies with regard to providers of specialised expertise, with special encouragements for providers with a gender mandate/gender knowledge;
  • Ensure the project/programme contributes to the promotion of gender equality by reaching, involving, and benefiting both women and men;
  • Speak out for gender equality and women’s empowerment on public platforms; set up and participate only in gender balanced panels;
  • Leverage presence in high-level policy spaces to bring gender perspectives and concerns into policy discussions on governance, environment and climate change, sustainable development, recovery and peacebuilding and other areas of significance for national development;
  • Use the principles of gender-responsive communications in line with the UNDP corporate standards;
  • Be aware of relevant gender issues and concerns in the field of expertise and be familiar with gender issues relevant to the country/region;
  • Ensure substantive contribution towards addressing gender inequalities that keep women in poverty (expanding women’s access to basic services; eliminating structural barriers to women’s economic empowerment; increasing the participation of women in risk-informed crisis and disaster response and recovery; prevention and redressal of sexual and gender-based violence);
  • Ensure substantive contribution towards accelerating transformations for sustainable development by addressing structural gender inequalities (support for the implementation of legal, policy and institutional reforms to remove structural barriers to women’s empowerment such as discrimination in formal and informal labour markets; access to and control over assets and services; regulation of identity, tenancy rights, inheritance; political/electoral participation);
  • Ensure substantive contribution towards building resilience of women and reducing structural vulnerabilities to shocks and crisis (ensuring women’s participation in mediations, negotiations, and mechanisms to promote peace; increasing the participation of women in crisis prevention and recovery planning; increasing women’s access to services and safe productive livelihoods in early recovery settings);
  • Ensure strategic actions implemented to increase gender capacities among personnel (training, perspective building sessions for personnel)
  • Ensure gender parity targets achieved (at least 40% of staff at all levels should be women);
  • Ensure the recruitment procedures are geared towards enhancing gender functional competencies among all new personnel.
Promote a safe and enabling environment free of any kind of discrimination and abusive behaviour:
  • Promote an organizational culture of gender equality and zero tolerance to any sexual misconduct in the team through leadership and personal example;
  • Demonstrate respect for gender equality in professional interactions, identify and address sexism and gender discrimination;
  • Respect differences and accord equal spaces and dignity regardless of personnel’s gender, race, sexual preference, ethnicity, ability, or other markers of identity;
  • Ensure personnel and partners are informed and briefed about corporate sexual harassment and sexual exploitation and abuse policies;
  • Recognize care responsibilities of both women and men employees and encourage personnel to take advantage of the available family friendly facilities and work/life flexibilities.
Measurable outputs of the work assignment:
  • Full and appropriate implementation of the Project in line with the Project Document, UNDP Financial Operational Policies and Procedures and UNDP Standard Operating Procedures (SOP);
  • Partnerships with project stakeholders and donor developed and maintained;
  • Project reports produced in time and of a high quality;
  • Project overall results, experiences and lessons learned captured and disseminated at the national and regional levels;
  • Quality monitoring and closure activities completed.
Performance Indicators for evaluation of results:
  • Project annual work plan is fully and timely implemented;
  • Project funds delivery reached 100% with SMART indicators proving the level of achievement;
  • Project’s operational requirements are carried out in strict accordance with UNDP rules and procedures;
  • Resources mobilised for scale up of the project.

Required Skills and Experience
Education:
  • Master’s degree or equivalent in economics, international development, social sciences, public administration, business administration, environment or other relevant field.
Experience:
  • Minimum of 3 years of relevant work experience in management, project development in the area of environment, natural resources management or other related area;
  • Proven ability to draft, edit and produce written proposals and results-focussed reports;
  • Experience working with Government, civil society, the private sector, and/or international organizations or donors in combination with the knowledge of economic and financial analysis, institutional, regulatory and policy frameworks would be an advantage;
  • Good knowledge of issues related to NBS would be an advantage;
  • Proficiency in use of office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems is an advantage.
Language Requirements:
  • Fluency in English and Ukrainian.
