Consultancy Description

EnCompass LLC is implementing the seven-year Ukraine Monitoring and Learning Support Contract (UMLSC), providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts.

For an upcoming assessment, EnCompass seeks an international or Ukrainian Assessment Specialist (Civil Society) with experience designing and conducting assessments of international development opportunities. Experience with USAID is preferred. The Assessment Specialist must have a strong understanding of data collection and analysis methodologies. Knowledge of Eastern Europe/CIS region development issues and an ability to incorporate gender analysis are desirable. Excellent English written and verbal communication skills are required.

The assessment will be conducted in a hybrid mode (a combination of online and in-person work). If an international candidate is selected, The Assessment Specialist will not be required to travel to Ukraine unless s/he is willing to. If a Ukrainian candidate is selected there is the possibility for travel within Ukraine to conduct fieldwork.

The total Level of Effort (LOE) for this role is up to 35 days from December 12, 2024 to February 28, 2025.

Position Duties and Responsibilities

  • Alongside the Team Leader, develop the assessment design and workplan based on scoping interviews with USAID and implementing partner staff, the assessment statement of work, and core project documents in compliance with USAID’s Civil Society Assessment Toolkit guidance and best practices;
  • Contribute to desk review of the Activities’ reports, Ukrainian legislation, and other relevant documents;
  • Alongside the Team Leader, develop the data collection tools (desk review guide, interview guides, focus group discussion guides, survey guides, etc.);
  • Plan and conduct field work (key informant interviews and other);
  • Take a leading role in data coding and analysis across all data sources (including qualitative and quantitative data) to identify key findings and results under each assessment/research question;
  • Contribute to the presentation of initial findings to USAID;
  • Contribute to the assessment report, including drafting and reviewing assigned sections and addressing USAID’s comments upon request;
  • Provide assessment updates as requested by the Team Leader or UMLS Evaluation Specialist;
  • Contribute to the preparation of the presentation of the final report for USAID Ukraine and other stakeholders.

Qualifications

Academic Qualifications

  • An advanced degree in international development, economics, or a relevant social science.

Experience and Skills

  • At least 5 years of experience designing and conducting assessments of international development activities;
  • Strong understanding of mixed-methods data collection and analysis methodologies;
  • Good knowledge of USAID programming policies and practices;
  • Experience designing and conducting sectoral development assessments for USAID is desirable;
  • Knowledge of civil society and development issues in the Eastern Europe/CIS region is desirable, and knowledge of civil society and development issues in Ukraine is preferred;
  • Experience in gender-responsive assessments and an ability to incorporate gender analysis is desirable;
  • Excellent written and verbal communication skills in English; Ability to work in Ukrainian is a positive.
