Habitat for Humanity International (HFHI) seeks a qualified Safety and Security Specialist to ensure the safety and security of staff, assets, and operations in Ukraine. This role will involve assessing risks, developing security protocols, and providing training to mitigate threats in a challenging and evolving environment.

This part-time position is to be based in Kyiv, Ukraine and requires 20% of domestic travel.

The actual salary offered for this role will be based on a variety of factors, including internal equity and the candidate’s qualifications and professional experience. HFHI offers a competitive, comprehensive benefits package.

What would be your responsibilities?

Security Risk Management:
– Conduct security assessments, identify and evaluate threats, and develop mitigation strategies.
– Ensure that organization’s security policies are aligned with current security situations and risks in Ukraine
Security Protocols & Procedures:
– Develop and implement security protocols, standard operating procedures (SOPs), and emergency response plans, in close cooperation with the program team
– Advise on the procurement and use of security equipment
Staff Training & Capacity Building:
– Provide security awareness training and briefings to staff and partners.
– Ensure the arrangement of priority level security training for the staff through local and/or international vendors
Incident Management:
– Respond to security incidents, coordinate with authorities, and investigate security breaches.
– Investigate security breaches or incidents and provide after-action reports and recommendations to improve security measures.
Liaison & Coordination:
– Build relationships with local authorities and other non-governmental organizations, and represent HFHI in security forums.
Travel & Movement Security:
– Ensure staff safety during travel and implement movement tracking systems.

What do we require?
• Bachelor’s degree in Security Management, Risk Management, International Relations, or a related field.
• Minimum of 5 years of experience in security management, preferably within a humanitarian or development context in Ukraine.
• Fluency in Ukrainian and English is required.
• Proven experience working in conflict-affected or high-risk environments, especially in Ukraine.
• Experience developing and implementing security protocols and conducting risk assessments.
• Strong understanding of security risk management principles, especially in conflict or post-conflict settings.
• Knowledge of emergency response planning, incident management, and security protocols for humanitarian operations.
• Proficiency in security communication tools, including satellite phones, GPS tracking, and secure messaging systems.
• Ability to conduct security training and build capacity within teams.
