Title of Position: Project Evaluator
Organizational Unit: Counter-Trafficking Unit, IOM Ukraine
Classification: Consultant

Estimated End Date: 01 May 2020

Nature of the Consultancy:

The Consultant will evaluate the project ‘Implementation of the National Mechanism of Interaction of Agents for Combatting Trafficking in Human Beings, Including Children’ funded by the United States Agency for International Development (USAID), the Norwegian Ministry of Foreign Affairs and Department of Foreign Affairs, Trade and Development of Canada. The project responds to new challenges posed by the protracted conflict and pursues a more focused approach to ensure effective adjustment of the NRM to the decentralization reform and building the resilience of vulnerable communities affected by the conflict in Donbas and occupation of Crimea. The project’s efforts are aimed to improve identification and referral mechanism, to transfer greater responsibility to the government of Ukraine at local community level, including newly-established amalgamated territorial communities, and CSOs, providing direct assistance to VoTs. The project activities cover the following regions: Chenihiv, Cherkasy, Poltava, Zaporizhia, Dnipropetrovsk, Mykolaiv, Kherson, Odesa, Lviv, Ivano-Frankivsk, Ternopil and Zakarpattia.

Evaluation purpose:

The purpose of the evaluation is to look at the project’s performance and achievements, to identify best practices and aspects that could be improved in similar projects currently implemented by IOM, as well as lessons learned to be taking into consideration during the designing and implementation of the NRM capacity building projects. IOM senior management and IOM project, procurement and finance teams in the Mission will use the evaluation to better understand the effectiveness, efficiency and relevance of the project, along with impact on beneficiaries and sustainability prospects, and help develop interventions for providing further necessary assistance for VoTs and population groups vulnerable to trafficking.

Evaluation scope:

The evaluation will cover the project implementation period of 1 August 2018  –  31 March 2020. The interviews with project implementer (IOM), implementing partners (local NGOs), local NRM stakeholders, beneficiaries (members of amalgamated communities) will take place mainly in Kyiv, including local trips within Ukraine.

Evaluation criteria:

The final evaluation will use the following main OECD-DAC criteria: relevance, effectiveness, efficiency, impact and sustainability. In addition, this evaluation will consider cross-cutting issues of gender and human rights.

Tasks to be performed under the assignment:
  • Develop and present the methodology and instruments of the evaluation;
  • Evaluate the effectiveness of IOM project: level of availability and accessibility of assistance to VoTs (number of identified and assisted VoTs, share of VoTs identified and assisted by the state NRM stakeholders, number of social services centers created and functioning in amalgamated communities, providing services to VoTs);
  • Assess the level of perception of relevance of TIP problem among the leaders of amalgamated communities;
  • Assess the level of cooperation between local NRM stakeholders and amalgamated communities in VoTs identification, referral and assistance;
  • Evaluate effectiveness of the project’s information events conducted to raise awareness of the population of the target regions about the risks of getting into the human trafficking situation and the possibility of obtaining assistance within the framework of the NRM;
  • Analyze changes in the capacity of the local NRM stakeholders to identify and refer VoTs for assistance compared to the previous round on NRM capacity building projects;
  • Assess the difficulties associates with implementation of counter-trafficking activities and provision of assistance to identified VoTs at local level;
  • Undertake duty travel within Ukraine if required;
  • Analyze and recommend how identified problems can be solved (at local, regional and national levels);
  • Perform other relevant duties pertinent to the assignment.
Evaluation methodology:

The final evaluation should be conducted in line with IOM standard M&E methodology and procedures as outlined in the IOM Project Handbook, consisting of three main stages:

  1. Desk review – project documents, implementing partners’ reports, key outputs to date, as well as the results of the final assessment of the previous round of NRM capacity building projects.
  2. Field Visit to conduct interview with project stakeholders and implementing partners.
  3. Synthesis Phase in which the results are compiled into the evaluation report, along with an accompanying learning brief to summarize the main findings and recommendations.

The evaluation must be conducted considering IOM Data Protection Principles, UNEG norms and standards for evaluation and other relevant ethical guidelines for conducting evaluation (UNEG).

Evaluation deliverables

1) Inception report with an evaluation matrix and a draft interview guide, along with any other needed data collection tools, to describe evaluator’s understanding of the TOR and how he/she will conduct the evaluation used including any revisions to methodology. This should be submitted to the evaluation manager, for comments and discussion, to finalize plans prior to the field visit.

2) Short presentation of the initial findings and tentative conclusions and recommendations.

3) Developed on findings received and discussion with the project team during the presentation of preliminary findings, draft evaluation report to be shared for Project Manager’s feedback.

4) Once comments received are addressed, final evaluation report that includes executive summary, list of acronyms, introduction, evaluation context and purpose, evaluation framework and methodology, findings, conclusions and recommendations should be submitted to IOM. The length of the final evaluation report should be 10-15 pages excluding annexes.

5) Together with the final evaluation report a two-page Evaluation Brief with key findings, conclusions and recommendations should be provided. IOM will provide a template as guidance, which can be adapted by the evaluator, but which should be no longer than two pages. Page one should include: Identification of audience at start of the brief; Project information (project title, countries covered, project type and code, project duration, project period, donor(s), and budget); Evaluation background (purpose, team, timeframe, type of evaluation, and methodology); Brief description of the project. Page two should summarize the evaluation results: Key findings and/or conclusions, best practices and lessons learned (optional), and key recommendations.

All deliverables are to be written in English and meet good language standards. The final report should meet the standards laid out in the UNEG Quality Checklist for Evaluation Reports.

Education and experience:
  • University degree in a relevant field such as social sciences or statistics is required.
  • Minimum of three years of experience conducting evaluations is required.
  • Experience in the country or region, in counter-trafficking is preferred.
  • Skills in evaluation design, qualitative data collection and analysis, drafting and editing in English, communication, time management and cultural sensitivity are required.
Languages:
  • Fluency in English and Ukrainian both written and spoken. Fluency in Russian is an asset.
Desirable Competencies:
  • Proven excellent analytical and drafting skills
  • Ability to plan ahead multi-component and multi-actor activities
  • Ability to process large volumes of information
  • Ability to take initiative
  • Effective communication skills with the ability to clearly and concisely express ideas both verbally and in writing
  • Ability to take responsibility and manage constructive criticism
  • Timeliness in performing functions, provision of deliverables and in reporting
  • Ability to work well under pressure
