Background

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professional for the position of National ICT Officer, Developer in Kyiv.

Tasks and Responsibilities

Under the direct supervision and guidance of Head of ICT, the National ICT Officer Developer will be responsible for SMM-specific data structures, software development and technical applications support of custom software systems. National ICT Officer Developer supervises and participates in the development of SMM applications within the global OSCE Information and Communication Technology framework. When an application is developed outside of ICT Unit (e.g. external developers, other units in SMM), the National ICT Officer Developer is responsible for the technical aspects of contracting, overseeing and receiving the work of supplier.

The incumbent coordinates the work with National ICT Officer Projects Support (NP2), ICT Officer Network and Server Support (P1) and ICT Officer DBA (S2) during software development and integration projects. Advises Head of ICT on all operational aspects of software development, ensuring those meet established standards.

  1. Provides hands-on support for application and database development from configuration, gathering ‘business’ requirements, researching solutions, creating detailed functional specifications, and developing application architecture, datamodels, databases (setups and configuration), application development, undertakes integration testing, facilitates user acceptance testing, supports in production deployment. Participates on projects and/or may lead components focusing on specific aspects, involved in the identification, development, testing, and implementation of changes/enhancements to processes, systems, and structures. Implements software development SoP, standards and other guidelines if required.
  2. Analyses client requirements and designs, tests, and implements new and/or improved/enhanced systems, applications, modules, and/or databases etc. as well as designs, develops and/or modifies work and software tools, standards, and templates, etc.. Advises on how user requirements can be fulfilled by existing functionality of available systems, by its modification, or by new development or off-the-shelf system. Identifies opportunities to raise quality and lower the costs of services provided by the team and bringing them to fruition; Supports in trainings for internal and external users and documentation.
  3. Consolidates and analyses data from various data sources used at SMM and/or outside of SMM. Develops/maintains or oversees development and maintenance of interfaces for data integration from diverse data sources including user input, various relational databases, flat files, XML files, structured Excel, Word and PDF documents. Analyses the imported and integrated data if or when required or ensures that data is available to business units in a format appropriate for analysis.
  4. Cooperates with external suppliers by using formal IT tools (data models, business process, and other diagrams) to represent requirements to the extremal developers. Defines the technical aspects of ToRs of contracts with software providers and/or external developers on technical aspects of contracts; Compares and makes recommendations for the solutions that are offered by suppliers;
  5. Manages the day-to-day operations of the Senior ICT Database Assistants, who support in software development, testing and documentation; Evaluates the adequacy of resources for software development staff and make recommendations; Evaluates performance of supervisees.
  6. Performs other job-related duties as assigned.

Necessary Qualifications

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • An advanced university degree in computer science or a related field;
  • Holding a valid driver license;
  • A minimum of six years of experience in computer software development of which at least two years have been in a project management/team lead capacity, including in line management, directing the activities of subordinates in planning, organizing, scheduling, monitoring, and evaluating;
  • Strong knowledge of PRINCE2, ITIL, and agile delivery methods;
  • Demonstrated experience in managing large-scale projects under significant constraints, requiring ability to negotiate and manage development scope and changes in the context of the business environment;
  • Experience of software design, architecture and business analysis;
  • Demonstrated experience in key development technologies: Microsoft .NET, ASP.NET, C#, SharePoint, modern web development;
  • Microsoft SQL Server and Oracle database development experience;
  • Vendor and contract management experience;
  • General knowledge of cloud based technologies and shared services delivery models;
  • Excellent analytical, problem solving, consulting and coaching skills;
  • Professional fluency in the English, Ukrainian and Russian languages, both oral and written;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.Remuneration Package

Monthly remuneration, subject to social security deductions is 2936.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
