The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Senior ICT Database Assistant with its Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.
Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Under the supervision of the National ICT Officer, the incumbent will be tasked with:
Developing, administering and maintaining SMM databases/and applications such as Operations DB, RATS, Phone Management and Billing system, People Search, etc. Enhancing or modifying the systems and modifications of the systems as required by business units, creating and maintaining requested interfaces to external data sources. The applications are built on Linux and Microsoft technology;
Maintaining, administering and further developing the SMM SharePoint Intranet system that providing an integrated and secured access to local database and applications. Performing the day to day administration of the Intranet system;
Coordinating application enhancement and development projects, including cooperation with external IT suppliers. Using formal IT tools (data models, business process, and other diagrams) to represent requirements to the external developers. Defining the technical aspects of ToRs of contracts with software providers and/or external developers on technical aspects of contracts; performing acceptance testing of the product;
Consolidating and analysing data from various data sources used at SMM Develops/maintains or overseeing development and maintenance of interfaces for importing data from diverse data sources including various relational databases, flat files, XML files, structured Excel, Word and PDF documents. The imported data will be integrated as required and then either be analysed directly by the incumbent or made available to business units in an analysable formal.
Providing analysis and advice for ICT related decision making. The incumbent needs to have a sound understanding of the ICT needs of the Institution. Based on this the incumbent provides advice for decision making by Chief of ICT.
Providing advice for optimizing the use of ICT systems. Advising on how user requirements can be fulfilled by existing functionality of available systems, by its modification, or by new development or off-the-shelf systems. Comparing and making recommendations for the solutions that are offered by suppliers. When required assisting and guiding staff members on ICT issues;
Performing other related duties as required.
Necessary Qualifications
Ukrainian citizenship or holding permanent resident status in Ukraine;
Completed secondary education supplemented by formal IT course training and extensive industry practice;
A minimum of six years of work experience in database design and web-based application development; excellent knowledge of .NET 4.0+ framework and RDBMS; strong knowledge of ASP.NET, AJAX, HTML, CSS, JavaScript; experience with unit testing, code review and continuous integration; strong understanding of Windows Domain components and administration; experience with SharePoint development and service integration;
Established experience in drafting technical instructions and training material for the users of distributed applications, ability to explain technically complex contexts;
Professional fluency in English, Ukrainian and Russian languages, excellent written and oral communication skills in the mentioned languages;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
Cultural sensitivity and judgment.

Remuneration Package
Monthly remuneration, subject to social security deductions is 1225.00 Euro/month. Social benefits will include participation in the Cigna Health Insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.

Its main tasks are to observe and report in an impartial and objective way on the situation in Ukraine; and to facilitate dialogue among all parties to the crisis. The Mission contributes to reducing tensions and to fostering peace, stability and security. The Mission engages with authorities at all levels, as well as civil society, ethnic and religious groups and local communities. The Mission gathers information and reports on the security situation; and establishes and reports facts in response to specific incidents, including those concerning alleged violations of fundamental OSCE principles. The Mission currently foresees around 1,450 mission members spread across 10 Monitoring Teams.
