Title of Position: Video-control IT Expert
Organizational Unit: Migration and Border Management (MBM)

Type of Appointment: Consultant, 3 months (part-time)
Context

One of the objectives within the EU-funded IOM-implemented project “Enhancing Integrated Border Management along the Ukraine-Moldova border” (IBM UA-MD), is establishing a video control system (VICOS), including Automatic Number Plate Recognition (ANPR), at road border-crossing points (BCPs) on the Ukrainian-Moldovan Border. The system will be designed for the use by three border services that are present at the BCPs:  the State Customs Service of Ukraine (SCS), the State Border Guard Service of Ukraine (SBGS), the Customs Service of Moldova.

The ultimate objective of the EU-funded IOM-implemented project “Introduction of an automated intelligent video-control system at road border crossing point Novaya Huta – Novi Yarylovychi at the Belarus – Ukraine frontier” (IVCO), within which the Consultant will operate, is to contribute to establishment of  an automated intelligent video-control system facilitating  the cross-border movement of people and goods across targeted border crossing point at the Ukrainian – Belarus border, through the deployment of an IT solution to ensure effective operation of the system, including reading and recognition of  vehicle number plates and information exchange between the State Customs Service of Ukraine and the State Customs Committee of the Republic Belarus.

General Functions

Under the overall supervision of the IOM Chief of Mission, direct supervision of the CBMM Programme Specialist and oversight of the Programme Coordinator (CBMM), the Consultant will implement the tasks related to the preparation of a concept, technical requirements and specifications and their cost analysis for running procurement of hardware and software VICOS at road BCPs on the Moldovan-Ukrainian Border.

The Consultant will be partially engaged in the IVCO project, providing technical expertise and advise to the SCS and IOM on development of the software of the automated intelligent video-control system at the target BCP on the Ukrainian-Belarus border, additional procurement of hardware, the IVCO System’s deployment and launch into operation.

Specific Functions
  • Agreeing with the border services of both countries on the concept of VICOS system, including IT solution/software parameters and requirements, equipment/hardware specifications, as well as on necessary updates to be made to the existing relevant systems;
  • Providing recommendations to the SCS on the IVCO system IT solution, equipment/hardware specifications, as well as on necessary updates to be made to the existing relevant systems in place to establish the information exchange;
  • Coordinating the software development for the IVCO system, providing recommendations and advice to the beneficiaries of the project;
  • Supporting the State Customs Service in developing the General Concept of implementing the automated intelligent video-control system unified for all border cross points integrated into one system;
  • Presenting and sharing the information with IOM, SCS, SBGS for their feedback;

#: Endorsed equipment specifications of the VICOS system. Technical specifications of the hardware components of the VICOS system are adjusted to the needs of the beneficiaries, finalized and endorsed by the border services of Ukraine and Moldova. 6th week after the contract is signed.
#: Endorsed software technical requirements for the VICOS system. Technical requirements for the software of the VICOS system are adjusted to the needs of the beneficiaries, finalized and endorsed by the border services of Ukraine and Moldova. 8th week after the contract is signed.
#: Provided recommendations on the Concept of videocontrol development at Ukrainian BCPs. Recommendations on developing the unified by common methodology Concept of videocontrol development at Ukrainian BCPs are provided to the SCS. 11th week after the contract is signed.

Qualifications and Experience

  • Higher technical education; Bachelor’s Degree or higher;
  • Minimum of 7 years of relevant professional experience; at least five years of experience in the IT industry, particularly in designing and developing the CCTV / video control systems;
  • Specific expertise in ANPR Systems is an asset;
  • Experience in provision of services to government agencies (desirable);
  • Highly developed conceptual, analytical and innovative problem-solving ability and ability to handle complex information issues;
  • Strong written and oral communication skills;
  • Operational mindset and skills for describing functional requirements in a detailed and structured manner;
  • Flexibility, ability to modify approach as per changing stakeholders, conditions, circumstances and feedback.
