Procurement and Contracting Specialist (full-time Kyiv)

In 2021 the Federal Foreign Office of Germany commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to establish the Stabilisation Platform (SPF). The SPF supports the Federal Foreign Office’s engagement in crisis and conflict regions worldwide. It provides expertise for the planning, management and implementation of civilian crisis prevention, stabilization and peacebuilding measures. The Stabilisation Platform expands the operational capabilities of the Federal Foreign Office for its core tasks: preventing crises, manage conflicts and promote peace.

As part of the SPF, the Integrated Response Hub for Ukraine project helps to strengthen the Federal Foreign Office´s stabilization commitment in the context of the Russian attack and therefore delivers a wide range of services and goods to numerous Ukrainian state and civilian partners.

Tasks and responsibilities:

  • Preparation and conduction of the contract award procedures (including tenders) and conclusion of service contracts, as well as purchasing of materials and equipment in accordance with applicable Ukrainian, GIZ and EU regulations.
  • Preparation of Financing Contracts: Grants, Local Subsidies and Subsidies, Financial Agreements.
  • Responsible for the documents flow (contracts, proposals, agreements, etc.), and filing all documents related to contracting and procurement process according to GIZ rules (physical and electronical).
  • Applying GIZ Processes and Rules (P+R) in all administrative processes.
  • Coordinating effectively with colleagues in the administrative division and with procurement specialists at the GIZ Head Office.
  • Ensuring good communication and flow of information regarding finance, contracts and procurement matters with the responsible staff in GIZ Head Office;Contributing to the overall monitoring, knowledge and data management of the Programme.
  • Supporting in other necessary logistical and organizational tasks.
  • Performing other duties and tasks at the request of management.

Required qualifications, competences and experience:

  • At least 3 years’ professional work experience in a related area, e.g. business management with a focus on finance, controlling, purchasing or contract management, or similar area.
  • Proven experience in the field of concluding and conducting contracts and
  • Work experience in international organizations, NGOs and /or the private sector is highly desirable.
  • Good working knowledge of ITC technologies and computer applications (MS Office 365).
  • Very good command of the English language as the working language of the Programme, native speaker of Ukrainian language.
  • Team player with excellent intercultural competences.
  • Strong organizational and planning competences.
  • Proactive, innovative and hands-on attitude.
  • Attention to detail.
  • Ability to build relationships with colleagues.
  • Strong communication/negotiation skills.
  • High degree of discretion and integrity.
  • Ability to work flexibly and independently, also under stressful conditions.

Employment conditions

The assignment starts in February 2024. It is a full-time position with 40-hours working week. The interim contract duration is till August 2024. Extension till the middle of 2025 is possible. Place of duty is Kyiv.
