Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme “Support to the Decentralisation Reform in Ukraine / U-LEAD with Europe: Ukraine Local Empowerment, Accountability and Development Programme – Phase II” to fill the position:
Junior Spatial and Recovery Planning Advisor (full-time, Kyiv)
(internal SAP code: Junior Urban and Regional Development Advisor)
In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The current Russian invasion has caused injuries and loss of life, and the widespread damage to housing and critical civilian infrastructure, there has been huge displacement of people. This has demanded an immediate response in emergency relief, and created a massive recovery and reconstruction challenge, in which the EU and its Member States play major roles in partnership with Ukraine, including through U-LEAD with Europe. The effects of the war will be felt for many years to come, as municipalities have to undertake massive efforts to recover, reconstruct and regenerate their communities.
To strengthen local self-government also during wartimes, U-LEAD (Ukraine-Local Empowerment, Accountability and Development) with Europe is a programme which is conducted as a multi-donor action by the EU and its member states Germany, Estonia, Sweden, Denmark, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralisation reform.
Key responsibilities:
- Assisting the Programme on the issues related to the national spatial planning policy and recovery developments of Ukraine and its relation to EU accession processes;
- Helping with designing, implementing, and monitoring capacity development measures in the field of spatial and recovery planning (of key stakeholders at the national, regional, and local levels);
- Analyses developments related to the spatial planning (incl. architecture, land management, etc.) and recovery planning; assists in preparation of high-quality reports and briefs by providing drafts and collecting data;
- Supports implementation of capacity development measures aimed at the national, regional, and local level stakeholders by preparing draft agendas, slides, reports;
- Assists in a smooth coordination with the partners and stakeholders by contributing to various projects and initiatives;
- Supports in coordination of the work of national and international experts by preparing draft terms of reference, setting up meetings, facilitating reporting and communication;
- Contributes to the overall knowledge and data management; systematically files and maintains document management in accordance with GIZ standards;
- Supports in management of cooperation, ensuring a regular contact and dialogue with relevant internal and external stakeholders to maintain good working relationships.
- Complies with GIZ rules and standards.
Required qualifications and experience:
- University degree in the field of architecture, urban planning & policy, public policy, land management or related fields;
- At least 2 years of professional working experience in the sphere of capacity building, preparation of analytical documents (on the topics related to the assignment);
- At least 1 year of work experience in the public administration and/or international organisations and/or NGOs;
- Previous experience in dealing with capacity development at the local, regional, and national levels;
- Knowledge of Ukrainian policy agenda in the field of spatial planning, recovery planning, architecture, land management;
- Communication, presentation, and organisational skills;
- Excellent knowledge of computer applications (e.g. MS Office). Knowledge of gis software will be considered as a strong asset;
- Proficiency in English (C1) and Ukrainian;
- Organizational and time management skills, ability to manage multiple tasks simultaneously, manage and meet deadlines and maintain a high quality of work;
- Diligence and responsible work ethic;
- Availability to take on responsibility and a corresponding sense for responsibility;
- Ability to work under challenging conditions and tight deadlines, flexible and able to work with people of different professional and cultural backgrounds, result-oriented, well organized and motivated;
- High degree of loyalty, self-organization and motivation;
- Readiness for occasional business trips within Ukraine, in compliance to the current GIZ travel policy.
