Position Purpose

USAID Public Health System Recovery and Resilience Activity (PHS R&R) will strengthen public health capacities, standards, outreach services, and access to essential health care services during crises such as COVID-19 and other health-related challenges, as part of supporting Ukraine’s pathway to self-reliance. This is to be a five-year activity (May 2027 is a closing date of the project).

The Activity is looking for Capacity Development Manager/Public Sector who will lead and coordinate the implementation of activities to strengthen technical and organizational capacities of regional Centers for Disease Control and Prevention.

Key Responsibilities

The Capacity Development Manager/Public Sector will work under the technical oversight of the Capacity Development Team Lead and will contribute to the development and implementation of the comprehensive Capacity Development (CD) strategy and activities specifically designed to meet the needs of the Regional Centers of Disease Control and Prevention (rCDCPs) and other public health institutions within public health sector.

Specific Duties

The specific duties to be carried out by the successful candidate are listed below:

  • Contribute to contextual adaptation of Pact CD tools to ensure their relevance and effective use by partners.
  • Support public sector partners, in particular rCDCPs in the use of CD tools.
  • Manage and provide technical oversight to CD Officers to support the development, implementation, and monitoring of Capacity Action Plans (CAPs) for partner institutions (rCDCPs) to ensure achievement of expected outcomes.
  • Coordinate and oversee engagement of in-house and outsourced experts to support the implementation of the developed Capacity Action Plans.
  • Serve as a liaison with PHS R&R technical teams to ensure complexity of technical assistance and support, fostering strong collaboration and coordination with the public health team.
  • Contribute to planning, implementation and monitoring of CD activities targeted at rCDCPs and other public sector partners.
  • Support the development of materials and processes for specific areas/topics identified as needed for capacity development of public sector partners, including trainings, mentoring, and coaching, partners peer learning and other methodologies.
  • Coordinate periodic review/mapping of the technical and organizational strengths/assets and needs that exist among the partners so that best practices and expertise can be exchanged locally.
  • Ensure regular and timely updates of programmatic data in Pact’s Capacity Solutions Platform and the project’s imPact site in close coordination with the MEL Manager.
  • Work closely with the project’s Knowledge Management Officer to support linkages and exchange of learnings and best practices across program activities and project teams.
  • Contribute to the development of annual workplans, performance monitoring and program reporting.
  • Other duties as assigned by the supervisor.

Basic Requirements

  • Master’s degree in, public health, healthcare, social service, business or public management or a related area, and 5+ years of prior relevant experience or equivalent combination of education and experience in implementing technical and organizational capacity building programs, adult education and institutional design, international development, organizational development, providing capacity development services, preferably in a fast paced and dynamic environment.
  • Experience working with local government and public sector institutions.
  • Knowledge of capacity strengthening methodologies at the system, organizational and individual level.
  • Successful track record in developing collaborative relationships and liaising with government officials and community leaders.
  • Excellent organizational skills and ability to manage a complex workload and deadlines.
  • Proactive, fast-thinker, and able to work with minimal supervision.
  • Ability to organize routine data and maintain the established procedures.
  • Advanced level keyboard skills and computer literacy on a variety of software applications (MS Word, Excel, Access, etc.)
  • Strong critical thinking and attentiveness to detail
  • Excellent teamwork skills
  • Excellent communication skills (both written and oral) in Ukrainian, at least basic skills in English

Preferred qualifications

  • Demonstrated experience in developing CD strategy, implementing CD activities for internal/external clients.
  • Solid knowledge of the industry.
  • Experience with international donor-funded programs (USAID-funded programs would be an advantage).
  • Self-motivated and highly committed.
