DAI is seeking highly qualified candidates to occupy full-time National Capacity Building and Advocacy Specialist position in Kyiv HOVERLA project office in Ukraine to join USAID Governance and Local Accountability (HOVERLA) Activity’s team.

Project Background

DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.  The Activity has three objectives:

  • Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
  • Objective 2: More self-reliant subnational governance
  • Objective 3: Citizens play an increasingly influential role in local governance processes

Position Overview

The National Capacity Building and Advocacy Specialist will support and coordinate activities related to Objective 3 engaging citizens, including people with disabilities, women and civil society organizations, in opportunities for local development. The National Capacity Building and Advocacy Specialist will work under the supervision of the Civic Engagement Lead to strengthen the civic engagement in HOVERLA’s partner communities, enabling public oversight of and involvement in local governance processes, as well as contributing to capacity development of civil society organizations and ensure the participation of people with disabilities and women, active groups of citizens.

Responsibilities & Duties:  

  • In close consultations with Civic Engagement Lead develop and support the implementation of the capacity development activities for partner CSOs/NGOs enabling them to deliver better results on engaging citizens to the local government processes.
  • Work closely with HOVERLA partner CSOs/NGOs to assess their capacity and contribute to its enhancing.
  • Support effective issue-based coalitions building and networks of CSOs/NGOs in HOVERLA partner communities.
  • In the course of delivering the HOVERLA’s objectives, advocate for and ensure participation of people with disabilities, women and other underrepresented groups of citizens.
  • Plan and facilitate advocacy campaigns at the national and local levels.
  • Contribute to the creation of mechanisms that will help citizens play an increasingly important role in local self-government.
  • Assist in coordinating the activities of partner CSOs/NGOs in HOVERLA partner communities.
  • Provide organizational support to and participate in program events of HOVERLA and/or partner CSOs/NGOs when necessary for delivering on program results.
  • Work closely with grantees and program beneficiaries, disseminate program updates and collect input.
  • Contribute to the preparation of learning products.
  • Contribute to the capacity assessment of partner CSOs/NGOs.
  • Contribute to the preparation of program reports, work plans, and budgets.
  • Contribute to the communication of HOVERLA-supported activities and results.
  • Work closely with other technical teams to ensure cohesion among HOVERLA’s activities and interventions.
  • Other duties as assigned by supervisor, DCOP, and COP.

Qualifications:

  • A bachelor’s degree in the field of public administration, education, project management, or other relevant fields. Master’s degree is preferred.
  • At least 3 years of relevant experience in the capacity development of CSOs/NGOs.
  • Ability to work in a multi-sector environment.
  • Knowledge of the civil society sector in Ukraine and regional development.
  • Experience working with USAID or other international donor-funded projects is a plus.
  • Solid communications and facilitation skills.
  • Fluency in Ukrainian and strong English language skills, both verbal and written required.
