Chemonics International, a global consulting and international development firm, seeks a Regional Project Manager, long-term position, for the USAID Competitive Economy Program (CEP). The USAID Competitive Economy Program (CEP) is a seven year, $170M program, which promotes a strong, diverse, and open economy by enhancing the business environment for Ukrainian enterprises, improving the competitiveness of emerging and high-growth industries and their firms in international markets and equipping the Ukrainian workforce with skills necessary for reconstruction and rebuilding the economy. 

The Regional Project Manager will contribute to achieving CEP’s overall goals supporting all Program’s activities conducted in the regions assigned to his/her portfolio, including:

  • Set up a system of cooperation and collaboration with SMEs in assigned regions, local and regional authorities, BSOs and other interested organizations, institutions, international technical assistance projects, cooperation with which will improve efficiency and effectiveness in all areas of CEP’s technical work.
  • Liaison with local business circles to locate (primarily) medium and large size companies, which can grow, increase sales and exports, conduct own investments and create a good number of jobs with the goal to stimulate their applications to relevant grant and other business support programs by USAID CEP.
  • Support tech teams and tech managers in awarding grants to SMEs and large businesses as well as signing of a large number of competitiveness agreements, via on-site verification and coordination with target companies to ensure their engagement and proper cooperation in the process of awarding grants and goods & services within competitiveness agreements support.
  • Conduct grant management and competitiveness agreement management activities with the result to support companies to achieve growth in sales, creation of new jobs and companies’ own investments.
  • map potential CEP’s grantees/other support recipients in assigned regions and facilitating CEP’s work with such recipients.
  • Track and analyze CEP’s engagement with SMEs in assigned regions, local and regional authorities, regional BSOs, and providing recommendations for CEP’s interventions based on the analysis results.

Specific tasks and responsibilities for this position include:

  • As authorized by the Chief of Party (COP), represent CEP to local/regional authorities and other donor projects in the region for which the Regional Project Manager is responsible.
  • Generate or support generation of a pipeline of companies with exports/sales growth and jobs creation potential, to be considered by CEP as candidates for support.
  • Identify key companies’ opportunities to increase sales/exports and create new jobs in cooperation with CEP team as well as business support organizations (associations, clusters, think tanks, etc.).
  • Identify key business growth services, which can stimulate an increase of sales/exports and create new jobs, as well as equipment, critical for sales/exports growth and new jobs.
  • Contribute to existing initiatives aimed to support companies’ competitiveness growth via delivery of critical business services, including, related to delivery of marketing, export consulting and other services.
  • Provide support for companies in increasing sales and creating new jobs through support to tech leads (in the regional aspect) in development and implementation of competitiveness agreements with businesses to pursue direct procurement of goods and services for companies, which have significant growth and business scaling potential.
  • Ensure informing of target groups and local/regional authorities on the CEP’s activities and results, promote CEP’s activities.
  • Provide information and consulting assistance to municipalities to support local economic development projects and fundraising.
  • Liaise with municipalities, organize and support CEP’s activities in the oblast.
  • Coordinate activities of CEP’s subcontractors/grantees in the field.
  • Conduct site monitoring visits to the local/regional CEP’s grantees and partners.
  • Map potential CEP’s grantees/other support recipients in assigned regions and facilitate CEP’s work with such recipients.
  • Support collection of result indicators (within CEP’s regular timeframe), achieved by CEP’s grantee companies and companies, subject to CEP’s support within the framework of competitiveness agreements.
  • Participate as a member of the grant’s evaluation committee, act as tech lead in grant pre-award, implementation and post-closure stages, demonstrating proven leadership when evaluating, supervising and finalizing respective initiatives.
  • On a regular basis, track and analyze CEP’s engagement with SMEs in assigned regions, local and regional authorities, regional BSOs, and provide recommendations for CEP’s interventions based on the analysis results.
  • Organize and maintain monitoring and reporting on CEP’s undertaken activities and key monitoring indicators.
  • Coordinate activities with other CEP team members.
  • Prepare regular and ad hoc reports, plans, success stories and similar documents as requested.
  • Maintain familiarity with contractual requirements, USAID regulations, and Chemonics policies and procedures.
  • Report any concerns or issues, whether verified or not, to senior management.
  • Other duties as assigned by the Senior Regional Competitiveness Manager, Chief of Party, Deputy Chief of Party, or their designees.

The required and/or preferred qualifications for the Regional Project Manager position are:

  • Bachelor’s degree in management, law, marketing, administration, or related field required.
  • Minimum five years of experience in local/regional economic development, banking, business, technical assistance and similar field required.
  • Familiarity with USAID economic development activities is a plus.
  • Working proficiency in basic office computer applications, including MS Word and Excel required.
  • Strong project management and/or product management, as well as organizational skills and ability to meet deadlines and work in fast-paced environments required.
  • Demonstrated leadership, versatility, and integrity required.
  • Fluent Ukrainian and at least upper intermediate English required.
