General overview of the position

The National Democratic Institute in Ukraine (NDI Ukraine) seeks a Monitoring, Evaluation and Learning (MEL) Officer to co-lead development and implementation of project MEL strategies, ensuring data-driven decision-making and continuous program improvement. This would include developing key performance indicators, managing data collection and analysis processes, and conducting regular program monitoring and evaluations, while ensuring the highest standards of data quality and knowledge management. The MEL Officer will be supervised by the M&E / Subgrants Manager. This position is based in Kyiv, Ukraine. 

Primary Responsibilities

  • Development and Oversight of M&E Systems. In concert with the M&E/Subgrants Manager, MEL Officer will be involved in developing and overseeing systems for data collection and monitoring progress with project performance indicators at the field level;
  • Data Collection and Analysis. The MEL Officer will be responsible for developing and  maintaining qualitative and quantitative data collection and analysis practices and processes, while ensuring accuracy and timeliness of data entered into M&E systems;
  • Data Entry and Verification. In close cooperation with Communications and Reporting Officer, the MEL Officer will be involved in reviewing donor reports from a result-oriented reporting angle and ensuring that the presented performance actuals are in sync with data present in internal databases. In addition to traditional reports, the MEL Officer will be responsible for periodically entering project performance data into institutional and donor databases;
  • Project Design and Results Framework Development. The MEL Officer will participate in cross-functional proposal teams for funding opportunities and contribute to the development of logic models/results frameworks and M&E narratives for proposals.
  • Development of M&E Plans. The MEL Officer will lead development of project M&E plans, identification of project indicators, setting targets, and establishing data collection and analysis methods.
  • Capacity Building and Training. In collaboration with the M&E/Subgrants Capacity Development Officer, the MEL Officer will lead efforts aimed at supporting the capacity building of NDI Ukraine field staff and local partners on best M&E practices, use of innovative tools and result-oriented reporting.
  • Data Quality Assurance and Accountability. The MEL Officer will be primarily responsible for ensuring adherence to MEL best practices and standards pertaining to collection, processing, and analysis. Inter alia, this could include incorporation of gender sensitivity, trauma-informed approaches and ethical standards into data-associated procedures.
  • Innovative Solutions in M&E. The MEL Officer will be expected to develop, pilot, and introduce innovative monitoring and evaluation practices that enhance data collection, analysis, and reporting efficiency. Inter alia, these could include, but not limited to the following: exploring and implementing new technologies and digital tools for improved data management, visualization, geographic information systems (GIS), and real-time monitoring.

Required Skills and Experience

  • Education. A bachelor’s degree in relevant fields such as project management, political science, business administration, social sciences, international development, international relations, or related fields. Master’s degree in any of the abovementioned fields would be an advantage;
  • Additional certifications. Additional vocational education in M&E, project management, data analysis or GIS would be considered an asset;
  • Work experience. 3-4 years of general experience working on donor-funded projects, with at least 2 years specifically in the MEL field. Experience of working on USAID- / FCDO- / Sida- / GAC-funded projects would be a strong advantage;
  • Language Proficiency. Excellent writing, analysis, and editing skills in English and Ukrainian. Fluency in both languages is required;
  • Technical Skills. Proficiency in Excel / Google Sheets, PowerPoint / Google Slides is required. Experience in surveying software like KoboToolbox, data analysis software like SPSS and/or GIS software such as QGIS or ArcGIS is desired and would be a strong advantage;
  • Data Visualization Skills. Understanding of BI platforms and systems (e.g., Tableau, Microsoft Power BI, Google Data Studio) would be an advantage;
  • Organizational and Communication Skills. Excellent organizational and communication skills with the ability to work independently in a vibrant, fast-paced, detail-oriented environment​. Strong interpersonal skills for collaboration and teamwork, and organizational skills for managing multiple tasks and meeting deadlines​ would be an advantage;
  • Problem-Solving Skills and Attention to Detail. Excellent judgment, problem-solving, and attention to detail is required. 

Remuneration Package

NDI Ukraine’s salaries are subject to applicable employment taxes established by the government legislation. Gross salary reflects a 40-hour per week work schedule. Healthcare insurance coverage is available from the first day of employment. The full benefits of local staff members of the NDI-Ukraine office after the probation period include 20 days of paid vacation leave per year, paid sick leaves, and officially observed Ukrainian holidays.

Deadline: The deadline for the submission of the required documents is by close of business on February 25, 2024. Only selected candidates will be invited for a written test and a subsequent interview.
