DAI is seeking highly qualified candidates for Communications Consultant, to conduct a remote Short Term Technical Assistance (STTA) assignment with USAID Governance and Local Accountability (HOVERLA) Activity.

Project Background

DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.

The Activity has three objectives:

  • Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective.
  • Objective 2: More self-reliant subnational governance.
  • Objective 3: Citizens play an increasingly influential role in local governance processes.

 

Position Overview

The overall goal of this assignment is to provide communication support to Ministry of Communities, Territories, and Infrastructure Development of Ukraine (MCTID) and to HOVERLA experts, in order to increase public awareness on the existing cooperation, and top-agenda issues (ex. Law #2923-IX “On compensation”). The STTA will support activities of all components and sectors in the communication channels and events, working with local partners and key stakeholders, including local communities, government agencies, businesses, and mass media. This position requires excellent writing, communication, event management skills and extensive experience working with the media. HOVERLA is looking for an expert and a team member who would be able to to take on the responsibility, show initiative and be creative.

 

Duties and Responsibilities

Under the direct supervision of the HOVERLA Communication Director, the STTA will carry out the following activities:

  • Work closely with the HOVERLA and MCTID communications units to implement relevant communication strategies.
  • Develop a work plan, in collaboration with the HOVERLA and MCTID communications units, to ensure that all the programs that HOVERLA and MCTID are collaborating on receive the necessary coverage.
  • Cooperate with the HOVERLA grantee who is working with the MCTID to ensure effective and efficient implementation of the approved communication strategies.
  • Support relevant media events (press conferences, briefings, round tables, etc.) as detailed in the work plan.
  • Develop and publish up to 35 pieces of news content, postings, or publications based on the communication strategy. Ensure the optimum dissemination of these materials.
  • Identify newsbreaks and develop relevant information materials and media content.
  • Develop up to three media partnerships with national and regional media.
  • Identify and develop at least four stories showing successful results and impact.
  • Develop and implement up to three concepts for media projects for HOVERLA and MCTID.
  • Develop up to 20 one-pagers and infographics for MCTID and/or HOVERLA.
  • Provide expert advice to HOVERLA and MCTID regarding communications.

 

Deliverables:

  1. Deliverable #1: Communications plan
  2. Deliverable #2: Set of communication activities conducted in line with the approved communication plan
  3. Deliverable #3: Set of communication products conducted in line with approved communication plan

The Detailed List and Schedule of deliverables will be finalized upon selection and approval of the candidate.

 

Reporting:

The Communications consultant STTA will work under the supervision of the HOVERLA Communication Director.

The Expert will provide reports upon completion of the deliverables.

To ensure the delivery of the above tasks, the Expert will:

  • Liaise and ensure constant communication/coordination with HOVERLA Project regarding all aspects of the assignment.
  • Submit all the deliverables for review, comments and approval to HOVERLA as requested.
  • Hold consultations with HOVERLA Project as requested.

 

Qualifications:

  • Bachelor’s degree in journalism, PR, languages, communications or in a related field; master’s degree is an asset.
  • At least 3-5 years of professional experience in communications, media relations.
  • Experience in communications of the government reform sphere, work with national government in Ukraine is beneficial.
  • Experience with event management or communications for USAID or other international donor-funded programs is a bonus.
  • Experience in working with grantees is a bonus.
  • Proficiency with MS Office (Word and Power Point); graphic arts and/or desktop publishing software is a plus.
  • Native Ukrainian and excellent command of English; solid skills in writing and editing English and Ukrainian content for various channels.
  • Knowledge of the Ukrainian government’s decentralization reform agenda and developments is a plus.
