Pact enables systemic solutions that allow those who are poor and marginalized to earn a dignified living, be healthy, and take part in the benefits that nature provides. Pact accomplishes this by strengthening local capacity, forging effective governance systems, and transforming markets into a force for development.

Pact Inc. is implementing a USAID-funded project Community Action for HIV Control. The project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing and linkage to care among key and priority populations.

Pact seeks a consultant to support provide the following services:

  1. Implementation of organizational tasks and cooperation with interregional departments of the National Health Service, related to restoration of medical services in communities.
  2. Organization of project events, related to restoration of medical services in communities: webinars, conferences, seminars, round tables, educational tours, meetings, etc.
  3. Building collaborative relationships with founders, leaders of health care institutions, etc. to ensure progress in solving priority health care issues in the community, focusing on NCD screening.
  4. Cooperation with interregional departments of the National Health Service, founders and heads of primary care institutions to improve fair access to basic medical services, as well as improve local planning, management and monitoring of community health care.

On all communications services the Consultant shall:

  1. Collaborate with Project team
  2. Provide consultation to implementing partners
  3. Participate in the meeting with national and regional stakeholders
  4. Implement the Deliverables mentioned above

Period of performance: seven (7) months (Mar 2024 – Sep 2024), 84 days in total (12 days per month)

The candidate must possess the following qualifications:

  1. Master Diploma or equivalent – in pedagogy, public administration, or related area.
  2. Minimum 5 (five) years of experience in the education field.
  3. Experience in development and/or implementation of the educational products will be an advantage.
  4. Strict adherence to deadlines.
  5. Ability to work effectively and deliver a quality product in a professional manner.

Proposals (digital submissions only) must include, at a minimum, the following information:

  1. CV with linked examples of quality of work (relevant past projects and materials pertinent to providing the services).
  2. Proposed Fees/Expenses. Proposals shall clearly state all fees and expenses to be charged in the performance of all Services: If based on an hourly rate, provide the hourly rates to be charged for the Contractor. Provide an explanation if fees will be calculated on any other basis.
  3. Reference List – A list of at least three (3) contacts for references, including client name, organization, email and telephone contact information for similar work performed by the applicant.
