Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking for the Multi-Level Governance Cluster (“MLG Cluster”) of GIZ Ukraine a qualified staff member to fill the position of an:

Communication Advisor (Kyiv, full-time)

The Multi-Level-Governance (MLG) Cluster within the Ukraine portfolio of GIZ comprises projects supporting transparent, efficient, and sustainable governance reform in the restoration efforts already going on in the war-stricken country, shaping its future as a modern European nation. The projects cater to an effective collaboration of the national, regional, and local levels of administration, promoting subsidiarity as a principle of democracy, as Ukraine aligns with the acquis communautaire of the European Union. The cluster’s projects operate in various fields related to multi-level good governance: “U-LEAD with Europe” on decentralization and local resilience, the “Digital UA Hub” on digital transformation, tech and business solutions, “Integrated Urban Development in Ukraine” for sustainable and resilient cities, and “Strengthening Ukraine’s EU Alignment in the Rule of Law” to accompany the country’s EU accession negotiation process.

The Communications Advisor will join the Cluster’s Communications Team located with the Cluster Directorate. This team promotes the visibility of the various projects in all media sources, internal and external, and establishes four core brands with their own individual identity, which are embedded in a common overall cluster approach to communication with promotes the visibility of the brands in the cooperation landscape in Ukraine and vis-à-vis donors.

Responsibilities:

  • Steering the development and implementation of the Communication Strategy for the cluster projects;
  • Implementation and following up on daily operational aspects of all issues related to PR, as well as the external and internal communication of the overall programme;
  • Ensuring that the visibility & communication guidelines of the contracting authorities are respected by the whole project and its implementers;
  • Supporting the management of social media channels;
  • Communication with national press, national and regional partners, international donors;
  • Coordinating the visibility and communications outreach in close coordination with the management of the project;
  • Copywriting and ensuring quality of projects’ success stories for various internal and external online and offline channels, such as social media, websites, interviews, press releases, presentations etc;
  • Leading on various initiatives to improve the communication within the MLG Cluster;
  • Supporting the preparation of high-level visits and other events;
  • Coordinating visibility-related cooperation with project partners and external communication service providers (e.g. appraisers, agencies, photographers, trainers, copywriters);
  • Quality ensurance of communication and visibility products.

Qualifications:

  • MA or post-graduate degree in Journalism, Communication or in a related field (Creative Writing, Marketing, Social Sciences etc.);
  • At least 3-5 years professional experience in a comparable position;
  • Proven experience in managing communication and outreach activities of an organization in a similar international context;
  • Experience in liaising with stakeholders such as government officials, private actors, civil society and the press;
  • Experience in working with media and social media on behalf of an organization;
  • Native written and spoken Ukrainian; excellent command of the English language; knowledge of German is an asset;
  • Knowledge of the Ukrainian government’s reform agenda, in particular in the field of decentralization;
  • Very good working knowledge of IT technologies (related software) and computer applications (e.g. MS Office).

  • Team player with excellent intercultural competences;
  • Strong organisational, planning and managerial competences;
  • Excellent communication, writing, presentation and organizational skills;
  • Ability to work flexibly and independently, often under tight deadlines;
  • High degree of discretion, integrity and sense of tone;
  • Willingness to travel frequently within Ukraine.

Assignment

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration is until the end of October 2024 with the high possibility to be extended.
