Summary

EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
The Subaward Manager (SM) is responsible for management of the subawards to EF’s six Ukrainian implementing partners (IPs). The SM closely monitors subaward performance, ensures compliance, and maintains clear and efficient communication with all Ukrainian IPs. The SM is responsible for reviewing IPs’ major procurements to ensure their alignment with best practices in procurement and compliance with the terms of their sub-agreements. The SM oversees the Subawards Officer and reports to the Head of Finance and Contracting.
Essential Functions
- Serve as the main point of contact for IPs for all administrative, financial, and procurement matters.
- Review and verify IP quarterly financial, projection, and accrual reports.
- Review and verify IPs’ procurement selection memos.
- Exercise due diligence in the formal review of IP’s submitted expenditures, reports and independent audits.
- Coordinate closely with the relevant program staff on the verification of financial and procurement reports.
- Create and maintain IP database and files, including but not limited to the sub-agreement, quarterly financial reports, procurement selection memos, approvals/disapprovals, and email correspondence.
- Support the Head of Finance and Contracting in preparing IPs annual budgets, budget reviews and budget vs actual reports.
- Ensure financial recordkeeping policies and procedures are consistent with EF policies, USAID regulations, and Ukrainian law.
- Coordinate closely with EF headquarters finance staff to ensure compliance with EF and donor policies and procedures.
- Provide guidance and training to IP staff on EF policies and procedures, USAID rules and regulations, compliance, and subaward management.
Education
- Master’s degree in accounting, financial management, business administration or another related field from an accredited university required.
Qualifications/Experience
- At least 8 years of experience in financial management and/or grant management required.
- Financial management and/or grant management experience with USAID programs highly desired.
- Demonstrated deep knowledge and understanding of financial and administrative reporting for USAID-funded programs.
- Experience administering subawards and overseeing grant programs.
- Experience compiling and preparing financial and budget reports, analyzing budget trends, and monitoring funding levels.
- Demonstrated experience establishing and overseeing financial management procedures to monitor and adjust program budgets.
- Demonstrated experience working with Ukrainian compliance agencies during project implementation.
- Experience ensuring compliance with donor financial requirements.
- Strong proficiency with financial management and accounting software.
- Excellent interpersonal communication skills.
- Ukrainian and English writing and spoken proficiency required.
