Background:

Global Communities is responding to the crisis in Ukraine, delivering humanitarian, recovery, and development assistance through a community-led response. Global Communities’ response is designed with the goal of saving lives, reducing suffering, and addressing urgent needs while supporting communities to lead their own response and prepare for recovery.

JOB SUMMARY:

The Cash Technica Advisor will support the implementation of cash programming and work to develop beneficiary selection, distribution, and reporting systems for the program.  The Cash Technical Advisor will support needs and market assessments and implement emergency cash interventions through beneficiary targeting, verification and distribution and work on capacity-building of local CBOs. The position will also provide support to post distribution monitoring, baseline and end-line surveys. The Advisor will report to Deputy Director – Technical Team. The position will also liaise with communities and local governments on the issues related to the program and will actively coordinate with other agencies distributing cash assistance as well as participate in the cash WG.

PRIMARY RESPONSIBILITIES: 

1.3.1 Overall responsibility

To ensure the cash-based interventions are successfully implemented in the project areas.

  • To connect with other related cash-based projects and participate in cash-based coordination at the national, regional and local levels looking for synergy, complementarity and learning:
  • Ensure streamlining of protection and safeguarding standards, confidentiality and humanitarian principles and contribute to the integration of protection, Age, Gender and Diversity (AGD) mainstreaming into GC’s programming as well as the use of community-based approaches.
  • Support timely compilation and submission of monitoring and technical reports to program management.

1.3.3 Activities management and technical support

  • Support the effective implementation of cash assistance in coordination with the project team, other organizations and local authorities aiming at the quality implementation of the program.
  • Assist in developing standard operating procedures and common standards for cash assistance.
  • Ensure appropriate community messages are transferred to beneficiaries, local government partners, vendors, non-clients, and other key actors.
  • Ensure beneficiary feedback and response mechanism activities are undertaken.
  • Support the MEL team in the execution of post-assistance monitoring, baseline and endline surveys.
  • Analyze the country’s landscape /context and mapping in relation to cash transfer programming opportunities and constraints.
  • Review the current cash transfer projects across sectors and compile relevant data and research information..
  • Review and share within the program the internal and external learning on cash programming.
  • Carry out analysis of the existing tools currently used by cash actors to assess delivery mechanisms and modalities.
  • Support capacity building and training activities for cash transfers and market-based programming. Help to develop training tools as necessary.
  • Build the capacity of local partner organizations in the implementation of cash assistance.
  • Provide or arrange technical support in cash interventions to the program as required.
  • Ensure that the cash interventions comply with program objectives, GC’s policy and standards.
  • Conduct regular monitoring visits, prepare reports and collect and share field lessons, success stories, and challenges.
  • Participate in cash working-group meetings.
  • Document best practices and participate in the development of communication materials for learning and advocacy.
  • Identification of capacity, opportunities and skills gaps in cash-based interventions and design relevant actions to enhance the program

REQUIRED QUALIFICATIONS:

  • University Degree in Business or other Social Sciences
  • Technical expertise and experience in working with cash transfer programming.
  • Proven relevant experience in development or humanitarian programming
  • Experience in participatory planning and review techniques:
