Habitat for Humanity International (HFHI) is currently seeking an experienced Program Manager to support Habitat for Humanity’s programs in Ukraine. Reporting to the Program Lead, the Program manager is responsible for the development, implementation, and monitoring of Habitat for Humanity’s programs in Ukraine. The PM is responsible for the overall development, management, planning, implementation, and monitoring of programs implemented under the area of responsibility and brings together the different projects components and ensures quality and timely reports to the donor. This includes line-managing program departments and collaborating with other operational departments within the organization. The PM is a key representative of Habitat for Humanity Ukraine in the community and with partners.

POSITION RESPONSIBILITIES:

Program Implementation
– Supervise the implementation, monitoring, development and evaluation of the programmes in collaboration with the project teams and sets targets as included in the project description
– Prepare regular updates of programme activities work-plan and related financial plan, ensuring timely and quality guidelines and in line with the projects and sector-specific strategies
– In collaboration with the MEAL team develop tools to assess, analyse and evaluate the project’s impact
– Perform regular field visits to the project locations to ensure the quality of the intervention in compliance with the internal and donors’ standard
– Work closely with the SMEs to oversee partnership implementation and regularly update on progress to the Program Lead.
– In collaboration with Program Lead and SMEs design and develop proposals and concept notes/revise project proposals and proactively engage with new donors.
– Coordinate with the program team to develop new intervention ideas to scale up the current response supporting refugees IDPs and returnees in Ukraine.

Partnerships and representation
– Invest in building relationships, both with the outside community and with the partner communities that HFH Ukraine is targeting
– Represent HFH Ukraine in relevant working groups, and other forum (clusters, donors meetings) in the HFH programmatic context and ensure timely reporting of highlights to Program Lead and SMEs
– Maintain existing networks and develop new relationships with key stakeholders, including local authorities, partners and institutional, public and private donors.

Monitoring, Evaluation and Reporting
– Ensure regular internal reporting and elaborating, in coordination with Grants Unit, contractual reports according with donor rules and regulation.
– Set-up systems and processes to effectively manage the implementation of multiple grants.
– Conduct assessments with senior program staff and identify potential partners and location-specific models for expansion.
– Support the program team to mainstream do-no-harm and protection principles into all aspects of programming.
– Support the MEAL team to improve the MEAL system for Habitat Ukraine including strengthening the community feedback mechanism in close collaboration with regional MEAL technical advisor.
– Ensure program quality standards are met across the program portfolio, including in relation to safeguarding.
– Review and sign off on donor reports to ensure the quality and breadth of work is captured.

People management
– Line manage the program functions including Housing, Energy, Construction, MEAL, Grants and Market development experts in the program.
– In coordination with the HR and relevant Managers, plan and organize the organizational charts, workload among the teams, performance management and monitoring, coordinate regular working meetings and feedback, in order to ensure an efficient deployment of the resources and the achievement of the expected program goals
– Recruit, hire, and oversee induction, orientation and capacity building of all program team members.

POSITION REQUIREMENTS:
– Degree and/or postgraduate qualification in Social sciences, Project management.
– 5+ years of professional experience in program/project management.
– 3+ years’ experience of working for a humanitarian aid organization in fragile and complex settings
– Good understanding of the common global humanitarian environment and the CEE region
– Strong analytical skills and capacity to translate analysis into action
– Team leadership and Team Building skills
– Experience in establishing and maintaining collaborative relationships, MEAL, and with donors compliance and reporting
– Ability to work in a cross-cultural and cross-functional environment
– Drive for change and improvements and ability to deliver strategies in a challenging environment
– Computer knowledge as a user – self-supporting in MS Word, Excel, and PowerPoint
– Fluency in English both written and verbal; knowledge of Ukrainian highly desirable.
