Background:

Since 2016 Global Communities has been implementing  DOBRE Decentralization Offering better results and efficiency) Program in Ukraine funded by the United States Agency for International Development (USAID). This program is designed to help territorial communities (TCs) leaders effectively manage resources, improve the quality of public services, and expand citizen participation in solving issues of local importance.

Since 2022 Global Communities is implementing the Community-Led Emergency Action and Response (CLEAR) program with support from the United States Agency for International Development’s Bureau for Humanitarian Assistance (USAID/BHA) to respond to humanitarian needs in Ukraine. The program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response.

Job summary:

The Logistics Manager will be assigned a geographic region of responsibility and will support the Director of Operations in overseeing daily operations, logistics, procurement, transport, warehousing and other needs of the project, which may change dramatically over time in response to the ongoing humanitarian crisis. The Logistics Manager will supervise various Operations Officers and Operations Assistants based in the targeted regions. The Logistics Manager is ultimately responsible for strong collaboration with the technical, program, grants, finance, administration, and other teams to ensure that the CLEAR project goals and objectives are met. This position is based in Kyiv, with frequently travel to the regions as required.

Essential Responsibilities – Logistics:

  • Implement Global Communities logistics systems and procedures in Ukraine;
  • Implement logistics policies and logistics plans and adapt them as necessary over time;
  • Ensure adherence to Global Communities’ and donor requirements and protocols;
  • Provide anti-corruption oversight, transparency and cost efficiency including but not limited to vehicle management and asset management;
  • Work with OD to develop and monitor the logistics plan for GC to ensure the efficiency, transparency, and accountability;
  • Demonstrate a service-oriented approach to assisting the program team in understanding requirements and completing tasks.

Essential Responsibilities – Operations:

  • Oversee all processes to store and distribute stock, supplies and services for the timely delivery of project objectives in assigned region;
  • Responsible for setting up all Warehouse tracking systems and warehouses operation;
  • Ensure Implementing GC warehousing policies in all relevant offices;
  • Ensure the GC standard inventory tracking tools are in place and accurately maintained in each location;
  • Coordinate distribution activities with the central GC team and program coordinators;
  • Coordinate with supply chain field staff to ensure that there is sufficient spaces in warehouses before sending program supplies to the field sites;
  • Inventory control, including buffer stock, contributions in kind stock (CIK) and other commodities
  • Responsible for setting up a fleet management system and is being implemented;
  • Oversee all vehicle transport and fuel management to ensure that vehicles are insured, managed correctly, and maintained appropriately and that damages are reported; Ensure that vehicle equipment (tools, communications, etc.) are complete and serviceable; and that usage of fuel is correctly managed, logged and recorded in assigned region;
  • Drive logistics capacity assessment including needs for trucks rental, vehicle rental, fuel provision and or any master purchase agreement (MPAs) required for moving goods;
  • Lead transport organization & prioritization of requests;
  • Develop and monitor fleet movement plans, vehicle repairs, drivers assignment, vehicle safety, and fuel consumption;
  • Develop vehicle management cost analysis and review, and usage of vehicle monthly reports to inform strategic decision-making process;
  • Provide training and mentoring to local staff and partner organizations on operations and logistics.
  • Ensure all weekly and monthly reporting is accurate and delivered on time;
  • Coordinate with Senior Procurement Manager to manage related procurement process when needed;
  • All other duties as assigned.

Working Relationships:

This position will report to the Director of Operations and directly/indirectly supervise 4 to 6 operations staff.

Education and Training:

Bachelor’s degree in a relevant field, or a combination of experience and education in a related field.

Experience:

  • Knowledge of standard procurement, logistics, transport and warehousing practices and principles;
  • At least 5 years international development experience, at least 4 of which are specifically focused on operations, procurement, logistics, and/or fleet management;
  • A minimum of 3 years supervisory experience in operations, procurement, and/or logistics;
  • A minimum of 3 years’ experience working in emergency, conflict, post-conflict, or post-disaster settings.
  • Prior experience working on USAID/BHA-funded programs required;
  • Experience working with local national staff and building local capacity, as well as remote management.
