What will you do in this position?

You will perform tasks related to implementing and assessing security measures and equipment maintenance to provide updates and recommendations to facilitate informed decision-making and secure WFP staff, facilities and operations.

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world dependent on its huge grain supplies. It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

In this position, you will have to:

1. Review security threats and risks in detail and compile accurate reports on trends and situations that could adversely impact WFP operations, in order to ensure information is accurately collated and sent to senior security staff to support reporting and decision-making.

2. Review security-related information (e.g. security incidents and events, security support to daily activities, etc.) and use corporate or local information management tools to produce a range of analyses and in-depth reports, to ensure that information is readily available for relevant stakeholders.

3. Liaise and coordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff and other actors, to facilitate access for safe programme delivery and to mitigate potential risks against staff and other resources.

4. Plan and coordinate staff activities during field missions and perform security assessments within the area of responsibility to support safe and effective programme delivery.

5. Analyse security assessment reports following field missions and present detailed recommendations for risk mitigation to support security situation analysis and facilitate decision-making.

6. Assist in advising the senior security staff on security risk management matters and safety issues in compliance with the United Nations Security Management System (UNSMS).

7. Support the implementation of risk management mitigation measures, including Security Risk Management SRM to ensure compliance.

8. Support the maintenance and management of security equipment and make recommendations to strengthen technology capacity in line with business requirements.

9. Monitor and ensure that all access control procedures are effective and stringently followed by all staff and visitors, in order to maintain a safe and secure environment.

10. Maintain and develop recommendations for improving emergency and contingency planning documentation including physical preparations and procedures, to support preparedness for a crisis.

11. Deliver security training to staff and review security training needs in order to develop measures to meet business requirements.

12. Assist in Providing analysis of programme sites for the mine action portfolio of WFP in Kharkiv and in other locations as needed.

13. Mainstream security considerations in mine action Programme plans and implementation.

14. Report security matters with direct impacts on WFP operations immediately to the Project manager, Odessa Security Officer and Head of the Security Unit.

15. In coordination with the Odessa Security Officer and Head of the Security Unit, conduct preliminary inquiries into security breaches/incidents, working closely with local authorities to protect WFP staff, assets, and interests.

To join us in saving lives, changing lives, you will have:

Education: Completion of secondary school education. A post-secondary certificate in Safety and Security.

Experience: Six (06) years of experience in security operations. Having previous experience working with non-governmental organizations (NGOs) and the United Nations (UN) system would be advantageous.
Post-secondary education can compensate for some years of experience. For example, you will be considered as eligible if you have:

  • Three (03) years of work experience in combination with a Master’s Degree;
  • Four (04) years of work experience in combination with a Bachelor’s Degree.

Knowledge & Skills:

  • Specialized knowledge of practical methods, techniques, procedures and systems used in security, typically gained through technical training and work experience.
  • Broad knowledge and understanding of security logistics, security administration, risk assessment and coordination with local authorities and local law enforcement agencies.
  • Attention to detail and constant vigilance to promptly detect any breach in security measures.
  • Ability to interpret information, use judgment and inform supervisors of any incidents that might impact the UNWFP staff and operations.

Language: Fluency (level B2/C) in both in English and Ukrainian languages.
