Position Summary

Momentum Wheels for Humanity is seeking a Senior Advisor on Monitoring & Evaluation and Strategic Information for the five-year USAID Rehabilitation for Ukraine (Rehab4U) Activity in Ukraine. The goal of the project is to create sustainable quality physical rehabilitation services within the health system across all levels of care, including the primary health care (PHC) level, by addressing both urgent, short-term gaps and long-term systems requirements. Sustainable, quality, physical rehabilitation services will enable all Ukrainians to optimize their functioning, fully integrate within society, and participate in the economic recovery and growth of the country.

The Senior Advisor on Monitoring & Evaluation and Strategic Information will provide strategic guidance, vision, and management for successful monitoring, evaluation, and learning of the Rehab4U project in keeping with the USAID principles of collaboration, learning, and adaptation (CLA). They will lead in the development, implementation, and revision of the project monitoring, evaluation, and learning (MEL) framework, system, and indicators. They will oversee all MEL activities, provide technical direction and support, ensure the accurate and compelling reporting of results, and integrate lessons learned into project implementation to ensure continuous improvement of the quality of interventions and outcomes. They will supervise and manage a team of MEL-focused staff and oversee the project data collection, management, analysis, and actively collaborate with sub-awardees and USAID.

This position is contingent upon project funding.

Expected Duties and Responsibilities  

The Senior Advisor on Monitoring & Evaluation and Strategic Information will be responsible for performing the following primary tasks across Rehab4U implementation sites in Ukraine:

  • Provide strategic guidance, vision, and management for successful monitoring, evaluation, and learning of the Rehabilitation for Ukraine Activity in keeping with the USAID principles of collaboration, learning, and adaptation.
  • Develop and oversee context-appropriate systems for data collection, management, quality assurance, analysis, and reporting on activity performance and program quality in line with internal and donor standards, country MEL guidelines/protocols/information and reporting systems, and general best practices, ensuring USAID data quality standards of validity, reliability, precision, integrity, and timeliness as well as data security
  • Supervise a team of MEL-focused staff to ensure the strategic and functional integration of all MEL activities as well as actively collaborate with sub-awardees and USAID.
  • Support and advise MWH staff and sub-awardees on activity-level MEL reporting, ensuring quality and consistency across technical areas
  • Develop and/or improve guidelines and tools to ensure coherency in activity tracking in Ukraine to achieve project learning goals
  • Support MEL-staff to establish processes for the efficient consolidation of MEL inputs from staff and partners
  • Lead and oversee results reporting to USAID for progress reporting
  • Oversee the development of inputs to support annual workplan and MEL project monitoring plan development processes

Minimum Qualifications and Experience

  • Master’s degree in statistics, biostatistics, quantitative/qualitative data analysis, public health, social/behavioral sciences, research methods, or other relevant medical or health discipline
  • 8+ years relevant work experience, preferably working with an international NGO
  • Demonstrated senior experience developing and managing MEL related to USAID programs, grants, or projects required; familiarity with USAID regulations and policies related to monitoring and evaluation
  • Proven track record in developing program and/or project indicators to effectively measure the project performance and managing complex data collection, data management, analysis, and reporting activities for large-scale USAID projects.
  • Prior experience evaluating pilot models for results and scalability
  • Prior experience in health systems strengthening, rehabilitation, or assistive technologies with USAID is preferred.
  • Demonstrated adaptability and flexibility in adjusting MEL plans due to evolving situations
  • Proven expertise in evaluation and learning approaches, health management information systems, data visualization, and reporting
  • Experience with survey design and data collection tools (e.g., KoBoToolbox, etc.) as well as data analysis and visualization tools (advanced proficiency in Excel required)
  • Ability to oversee data collection, management, and reporting with integrity
  • Ability to work well independently and in team settings
  • Excellent communication skills
  • Experience in Eastern Europe, preferably in Ukraine
  • Fluency in English required and fluency in Ukrainian desirable
