Deloitte is seeking a qualified candidate to serve as an International Cooperation Sector Lead supporting the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and will be based in Ukraine.

Project Background

Ukraine SOERA supports the structure, strategy, and operations of key Ukrainian entities engaged in restoration and reconstruction (R&R) planning and implementation. The SOERA team focuses on increasing the efficiency of key R&R entities – State Agency for Restoration and Development of Infrastructure (SARDI), Project Management Unit (PMU), and Ministry for Restoration (MOR) – and improving R&R coordination across Ukrainian and donor stakeholders.

Specifically, SOERA will increase the transparency, effectiveness, efficiency, and capacity of these entities, while working to enhance the R&R ecosystem encompassing policymaking and implementation entities at the national and subnational levels.

In January 2023, the Government of Ukraine established SARDI. SARDI has been tasked with ensuring the efficient and transparent implementation of projects aimed at the country’s current rapid recovery and future post-war reconstruction.

It is necessary to strengthen the capacity of SARDI to ensure efficient, effective project implementation and transparent expenditure of funds received from International Financial Institutions (IFIs), donors and other supportive institutions. For this purpose, there is a crucial need to strengthen SARDI’s International Cooperation Department with an International Cooperation Sector Lead in the Capacity Building Office (CBO).

Objective

The International Cooperation Sector Lead will provide their knowledge and support to SARDI via developing policies, conducting analysis and oversight, and supporting the coordination of SARDI project implementation on a daily basis.

Responsibilities

  • Serve as a strategic advisor to SARDI leadership to improve the performance of the International Cooperation Department.
  • Support SARDI’s International Cooperation Department in preparing proposals for consideration by SARDI’s leadership team, necessary materials, drafts of regulations, decisions, and orders of the Agency.
  • Support the development of normative legal acts, standards, instructions, and other relevant documents on issues related to SARDI international cooperation function.
  • Support the implementation of legislative acts, orders and instructions from the Ministry of Development of Communities, Territories and Infrastructure of Ukraine.
  • Develop, coordinate, and implement measures for the implementation of strategic programs and tasks/documents assigned to SARDI in the area of international cooperation.
  • Prepare presentations, reports, analytical reports, instructions, etc. in order to fulfill the tasks and functions of SARDI.
  • Prepare proposals for cooperation with donors, attracting and using international technical assistance aimed at fulfilling the tasks and functions of SARDI.

Required Qualifications

  • Master’s degree in public administration, international relations, business management or similar
  • Excellent communication skills in Ukrainian and English
  • Ability to work independently and as part of a team
  • Ability to be highly result-oriented and to meet tight deadlines
  • Ability to delegate authority and manage teams to achieve performance results
  • Ability to form an effective organizational culture
  • Ability to teach and transfer acquired professional experience to colleagues
  • Ability to identify interested and influential parties and build partnerships
  • Prior experience working with bi-lateral and/or multi-lateral donors, or has previously served in a consultative/strategic advisor capacity to client organizations is preferred
