What will you do in this position?

You will contribute to the design of livelihoods and food systems activities, including areas where WFP is implementing land rehabilitation activities through mine action. The job requires supporting field offices and communities in designing livelihood-building activities and assessing the viability of access-to markets and income-generating opportunities that will arise from the consultation with local government and communities.

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world dependent on its huge grain supplies. It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference? In this position, you will have to:

  1. Support the design and implementation of food systems and livelihoods activities, ensuring close coordination with field office staff. This includes enhancing the capacity of cooperating partners as necessary.
  2. Support cooperating partners and field staff in conducting community based participatory planning exercises to identify entry points for livelihoods and community cooperation mechanisms.
  3. Provide support in developing matching grant schemes, business coaching/mentoring programs and innovative asset-management schemes to bolster livelihoods and access to market opportunities — also looking at innovative business models for community-based cooperation.
  4. Enhance capacity of cooperating partners and teams in aspects related to assessing the socio-economic feasibility of livelihoods and business-development ideas and projects.
  5. Engage with local authorities, communities, and the private sector to assess the opportunities to implement public and/or public-private rural recovery programs.
  6. Perform Market System and Value Chain Analysis to provide a holistic overview of the structural weaknesses and opportunities for WFP in Ukraine to strengthening the local food system.
  7. Support the implementation of WFP’s Local and Regional Food Procurement Policy and procurement opportunities from small-scale farmers.
  8. Contribute to the development of best practices in the areas of value chain upgrading and capacity strengthening to the food processing industry and market systems development.
  9. Develop and foster internal and external partnerships and enhance the linkages between WFP and relevant local government, agribusinesses, farmers and food processors. 10. Performing other duties as assigned as per the needs of the operations.

To join us in saving lives, changing lives, you will need to have…

Education: Advanced University degree in Rural Development, Agricultural Economics, Agri-business or related field, Food Systems or Economics Experience:

  • At least three (3) years of postgraduate professional experience Working in humanitarian or development assistance or similar field is an asset.
  • Solid knowledge and understanding of the Ukrainian rural dynamics and agriculture.
  • Experience in designing/implementing livelihoods, rural development programs and access to markets initiatives.
  • Experience in public affairs or agriculture development-related sectors; Implementation and monitoring of rural projects and supporting farmers, and rural communities in community cooperation for accessing better markets and improving their livelihoods.
  • Experience working with financial development institutions is an asset.

Knowledge & Skills:

  • Good computer skills and experience of using spreadsheets and database software.
  • Strong communication and interpersonal skills.
  • Experience working in multi-cultural environment.
  • Good analytical skills, initiative and independence.

Language: Fluency (level C) in both English and Ukrainian languages.
