Job Title: Finance and Administration Officer

Duty Station: Kyiv, on-site work in the city center. Full-time position for Ukrainian nationals only.

Reporting Line: The Finance and Administration Officer reports to the Country Administrator.

Scope of the Position: Ensuring overall finance and daily administrative functioning of CESVI Ukraine following CESVI and donors’ regulations and procedures. The Finance and Administration Officer supports CESVI activities in Ukraine in its response to the humanitarian crisis and its assistance to the most vulnerable population affected by the conflict in Ukraine.

Key Responsibilities and Duties:

  • Manage local bank accounts
  • Prepare payments made in cash, by card or via bank transfers
  • Prepare and submit to the HQ the Request for Payments and Request for Transfers
  • Maintain the cashbook, currency exchange
  • Fill in and follow EXPENDITURES and FORECAST for each Project
  • Ensure correct allocation of the expenses in relevant budget line of each project
  • Ensure the correct indication of the budget lines and availability of fund in the Purchase Requisitions Forms
  • Assist PMs and related CESVI staff in the management of expenses and procurement matters
  • Prepare and submit interim and final project financial reports
  • Prepare and submit required documentation for the accounting process
  • Cooperate with relevant staff at the field and HQ level for the preparation of internal and external audits and reports
  • Supervise and support local partners in the preparation of forecasts, Expenses record keeping, financial report writing, and ensure the needed support documentation are provided for each expenses as per CESVI’s and donor rules and regulations.
  • Support local partners strengthening their capacity concerning donor’s and Cesvi’s Administrative policies and procedures
  • Ensure proper filing system for administrative documentation
  • Translate the financial and administrative support documentation from and to English
  • Manage payments linked with rental agreements
  • Manage payments linked with utilities and running costs
  • Manage train and hotel booking
  • Ensure compliance with local laws and regulations
  • Other duties if required.

Qualifications:

  • Degree in Finance, accounting and/or economics.
  • Master’s degree in accounting / related area is an asset

Professional experience:

  • 3+ years of relevant experience in Finance and administration area
  • Experience of work with INGOs is preferred

Skills and Competences:

  • Excellent Microsoft Office skills
  • Finance literacy
  • Good knowledge of written and spoken Ukrainian is mandatory
  • Good knowledge of written and spoken English is an asset
  • Accuracy in paper work
  • Ability to manage and prioritize a varied workload and work to deadlines
  • Ability to work in a team
  • Flexible and with positive attitude
