Deloitte is seeking a qualified candidate to serve as a Communications Specialist in support of the USAID State-Owned Enterprises Reform Activity in Ukraine (SOERA). The position is full-time and based in Ukraine, Kyiv

Project Background

In response to the Russian invasion of Ukraine, The U.S. government is providing funding via direct budget support through USAID to the Government of Ukraine , via the World Bank, for use in support of non-military, non-paramilitary, and non-security general budget expenses, such as salaries for teachers, healthcare workers, and government employees; pensions; and social assistance payments to internally displaced persons and other vulnerable populations. ​Core project work include:

  • Review and advise on existing processes and procedures to oversee and report on the use of USG DBS funds, whether provided by the World Bank, directly by the USG, or through other mechanisms.
  • Assist USAID to meet its statutory requirements on the use of funds, results achieved, and metrics used to measure results.
  • Provide support to the GOU to enhance strategic communications around the use of USG DBS funds, publicizing the impact of such DBS support on Ukraine’s economy and society.

Help USAID to review, analyze, report on, and strengthen the GOU’s current monitoring, transparency, verification, reporting systems, and safeguards for the oversight and use of DBS funds.

Objective

The Communications Specialist will provide support to the SOERA project within Component 5, the Strategic Communications Workstream, working over defined deliverables in enhancing the State Audit Service of Ukraine’s (SAS’s) institutional communication capacities.

Responsibilities:

  • Conduct interviews with the SAS’s communication team and spokespeople, media, and other stakeholders.
  • Identify gaps in communication processes, procedures, channels, tools, messaging, and the communication team’s capacity to effectively deal with the external environment.
  • Develop a gap analysis report for SAS’s strategic communications.
  • Develop a roadmap for strengthening SAS’s institutional capacity to increase transparency in the oversight of the use of the budget funds.

Position Requirements:

  • Master’s degree in Communications, Journalism, Public Relations, or a related field
  • At least 3 years of experience in communications
  • Strong understanding of strategic communications, media relations, stakeholder relations, and communication process management
  • Practical experience in governmental communications or communications at audit or accounting companies
  • Good understanding of leading practices in communications of oversight bodies
  • High problem-solving and analytical skills
  • Verbal and written fluency in English, along with strong communication, interpersonal, and presentation skills
  • Excellent organizational and project management skills
  • Strong writing and research skills
  • USAID experience preferred
