Deloitte is seeking a qualified candidate to serve as a Digitalization Project Manager in support of the USAID State-Owned Enterprises Reform Activity in Ukraine (SOERA). The position is full-time and based in Ukraine.

Project Background

The USAID SOERA program aims to strengthen public sector business operations and transparency, improve governance and oversight, advance SOE privatization, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Project components include:

Component 1: State Property Transfer

Component 2: State Property Management

Component 3: Individual SOE/MOE Support

Component 4: Restoration and Reconstruction

Component 5: Accountable Public Financial Management

One of SOERA’s objectives is the efficient and transparent management of municipal property to reduce burdens on local and state budgets, increase local employment, promote private business, improve public services provided by MOEs, and make MOE and ownership entity operations more transparent and accountable. To achieve these outcomes, SOERA implements the following approaches:

  • Advise the Verkhovna Rada, Ministry of Economy, and municipalities on national ownership policies for municipal assets.
  • Develop templates for local ownership policies and documentation needed for municipalities to manage and privatize their assets transparently.
  • Support inventories to develop a National Register of Municipal Property.
  • Support operations and governance of individual MOEs.
  • Provide training on municipal asset management, including MOEs and privatization.

Objective

The Digitalization Project Manager will provide support leading and managing teams of IT specialists to develop innovative IT services and products for the SPFU’s IT ecosystem that would enable to manage state property more effectively.

Responsibilities:

  • Plan, manage, and execute the SPFU IT projects, ensuring that they are delivered on time, within budget, and to the satisfaction of stakeholders.
  • Develop project plans, timelines and monitor progress, preparing adjustments as necessary to ensure successful completion.
  • Identify and manage project risks, including scope changes, timeline delays, and budget overruns, and develop strategies to mitigate these risks.
  • Lead cross-functional teams of developers, designers, and other IT professionals, ensuring that all team members are aligned with project goals and deliverables.
  • Coordinate with clients and other external stakeholders, ensuring that project deliverables meet their needs and expectations.
  • Communicate project status and progress to stakeholders, SOERA and the SPFU management, providing regular updates on key milestones and metrics.
  • Identify and implement process improvements, optimizing project management methodologies and tools to increase efficiency and effectiveness.
  • Develop and maintain project documentation, including project plans, status reports, and risk assessments.
  • To determine the direction of development of an IT project, its goals, priorities, and necessary means to achieve project success. To be able to formulate and present the project concept to all stakeholders.

Position Requirements:

  • Bachelor’s and/or Master’s degree
  • At least 5 years of demonstrated experience in project management roles within information technology projects and digitalization projects
  • Deep understanding of the key stages of the Software Development Life Cycle (SDLC), components of IT infrastructure
  • Understanding of approaches to selecting IT solution vendors
  • Ability to work with various methodologies (SCRUM, Waterfall, Kanban)
  • Skills in using various project management tools (Monday, Jira, Microsoft Project)
  • Experience in cooperation with governmental organizations is mandatory.
  • Fluent in Ukrainian and English
  • Strong written and verbal communication skills in English
  • Ability to work well in a team
  • Excellent planning and time management skills
  • Interest in technical assistance work is preferred
