Deputy Chief of Party, Ukraine Public Financial Management Activity

Chemonics seeks a Deputy Chief of Party (DCOP) for the anticipated USAID Ukraine Public Financial Management Activity. The USAID Public Financial Management activity will support revenue and expenditure side financial management systems and practices to strengthen revenue generation (customs and tax policy and administration), public investment management, accounting, and audit functions in alignment with international standards in Ukraine. It will also support financial transparency initiatives for civic oversight of spending and private sector engagement in tax/customs reforms. The program will include a budget of up to $49.99 million.

The Deputy Chief of Party is responsible for assisting the Chief of Party (COP) in the execution of the overall project strategy by actively providing direct supervision to operations, grants, procurement, and finance teams to ensure timeliness and quality implementation and contract management, and proactively coordinating with the technical program team to ensure the provision of seamless technical support and highest quality internal/external reporting.

Location:

The USAID Ukraine Public Financial Management Activity COP will be based in Kyiv, Ukraine.

Responsibilities Include:

  • Supports the COP in developing and implementing key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; investment, subcontracts, and grants management; and personnel management.
  • Coordinates and directs all administrative support for program implementation.
  • Identifies challenges, obstacles, and difficulties affecting the operation and effectiveness of project implementation, develops strategies to solve these problems, and works with the COP and USAID as needed to install and implement these strategies.
  • Ensures accurate tracking of field office expenditures, produces annual budget forecasts, and monitors overall financial performance of the project, in coordination with the project management unit, project finance manager, operations manager, and others.
  • Participate in the development of the annual work plan and formulation of other deliverables and reporting to USAID.
  • Facilitate the use of tools and systems required for the planning, implementation, tracking, reporting and quality control of the project’s technical activities. This will include work planning, monitoring and evaluation, scopes of work, progress reporting, and other documentation submitted to USAID.
  • Oversee recruitment and hiring of all regional staff.
  • Perform other duties as required.

Qualifications:

  • University degree (bachelor or higher) in business administration, economics, international development, or a related field.
  • At least 8 years of relevant professional experience that showcases increasing managerial responsibility.
  • Minimum of 5 years of experience in leading international donor-supported programs focused on public financial management, economic growth, and democracy and governance; USAID experience preferred.
  • Demonstrated supervisory work experience to effectively respond to complex assignments.
  • Proven ability to form collaborative relationships with intergovernmental, government representatives, and other stakeholders.
  • Strong interpersonal, analytical, and problem-solving skills, and exceptional oral and written communication skills.
  • Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships and complex regional dynamics.
  • Demonstrated experience managing large, dynamic, and complex projects, especially those that cover multiple economic growth disciplines.
  • Proven experience working as a long-term professional in a project office.
  • Prior grants experience recommended.
  • Prior work experience in the Europe and Eurasia region preferred.
  • Prior experience working in a country at war preferred.
  • Fluency in English required. Proficiency in Ukrainian preferred but not required.
