Assignment
The Localistion Team Assessment Officer is responsible for assessment preparation and planning, research cycle management and coordination of data collection activities, output production and assessment follow-up within the Localisation Team, which is dedicated to strengthening the international humanitarian system’s integration with and support for the local civil society-led response in Ukraine. Depending on the skill/experience level of the candidate, this role can be filled as a Senior Assessment Officer role. If hired as a Senior Assessment Officer, staff is responsible for the above tasks as well as broader assessment coordination, staff management, and external engagement.

FUNCTIONS
The Assessment Officer will be responsible for the following tasks:
1. Assessment preparation and planning
• Conduct secondary data and literature review of English, Ukrainian and Russian language.
• Liaise with local authorities to obtain relevant secondary data.
• Drafting data collection instruments and data analysis plans in line with ACTED/IMPACT tools and templates.
• Adjusting research design based on inputs from IMPACT HQ, ACTED and development partners.
• Consulting internal stakeholders to ensure instruments are of a high quality and field-ready.
• Preparing materials for enumerator and team leader training sessions.
• Maintaining preparation and planning documentation, ensuring strict version control.
• Either translate questionnaires or check the translated version for accuracy.
2. Research cycle management and coordination of data collection activities
• Coordinating, with the support of the field manager and field team leaders, the implementation of quantitative and/or qualitative data collection approaches, including surveys, key informant interviews, and focus group discussions.
• Managing logistics, financial, administration and HR processes directly related to assessments and liaising accordingly with the relevant ACTED/IMPACT counterpart.
• Contributing to enumerator and team leader training sessions in preparation for field.
• Monitoring and adjusting data collection strategies and tools based on feedback from the field.
• Ensuring overall quality of data and adherence to standard ACTED/IMPACT processes.
• Providing regular updates on the status of the research cycle.
3. Output production
• Conduct analysis of primary data and secondary data. Providing suggestions in terms of data visualization and data communication. Liaise with the GIS and data teams in the production of analytical tools.
• Drafting presentations and other products on assessments results. Assisting in the planning of – and participating in – dissemination events, potentially including arranging and conducting joint analysis and/or recommendations workshops based on assessment findings.
• Ensuring tracking of all feedback provided on products. Maintaining a log of lessons learned and best practices.
• Any additional tasks as required by the ACTED unit.
4. Assessment follow-up
• Support close compliance to M&E procedures of ACTED/IMPACT. Ensuring tracking of feedback provided on products. Maintaining a log of lessons learned.
• Perform other duties and responsibilities as required and necessary within the area of responsibility.
5. Coordination (if SAO)
• Responsible for the timely and accurate preparation of narrative and financial reports related to IMPACT activities in country through close liaison with the Project Development and Finance departments.
• Liaise with other IMPACT Officers in the region and throughout IMPACT Initiatives’ and ACTED’s networks to provide and receive support in the expansion of IMPACT globally.
6. Staff Management (if SAO)
• The SAO is expected to guide and direct IMPACT staff and prepare and follow up work plans with each staff member that directly reports to him/her.
• He/she will also be responsible for capacity building and staff development of Field Officers, Junior Assessment Officers, and Assessment Officers, as relevant to his/her workstream and potentially contributing to capacity-building within the broader Localisation Team.
7. External Engagement (if SAO)
The SAO is responsible for the representation of IMPACT in variety of forums in the humanitarian sphere and/or related to the work of the Localisation Team. The SAO will further represent IMPACT vis-a-vis current and potential donors and communicate relevant information to the IMPACT Country Coordinator. He/she may participate in inter-NGO meetings and those of UN agencies and any other relevant inter-governmental institutions at the national or provincial level. More generally, the SAO is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of IMPACT’s mandate, ethics, values and stand-point with regard to other actors.
Qualifications
Education
University level education in social sciences, political sciences, research or relevant field. A Master’s degree in a relevant discipline (International Relations, Political Sciences, Social Research, Economics, Development Studies, or similar) is typically a requirement of an SAO-level role.
