Deloitte is seeking candidates for the position of HR Assistant in support of USAID/UKaid SOERA. The position is full-time and will be based in person in Kyiv, Ukraine.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.

Objective:

The HR Assistant is responsible for providing an overall support to the human resources operations of SOERA project. The HR Assistant will implement recruitment activities, support independent consultants and oversee their monthly reporting, and support the HR Manager in employee-related tasks. This role requires a detail-oriented approach, excellent communication skills, and the ability to prioritize responsibilities. The HR Assistant reports directly to the HR Manager. Responsibilities:

Recruitment:

  • Facilitate the posting of job vacancies across multiple platforms. Coordinate with Procurement and Financial teams to always have available vacancy slots on platforms the Project uses to post job advertisements.
  • Collaborate with the communications team to post and promote vacancies on SOERA’s social media channels.
  • Conduct initial pre-screening calls to assess candidate suitability.
  • Coordinate and schedule interviews for shortlisted candidates.
  • Collect candidate references and biodata verification documents for HR Manager’s review;
  • Manage human resource and recruitment files and trackers (hard and soft copies) to ensure each employee’s file contains requisite information in accordance with SOERA’s and USAID’s requirements.

Personnel (Independent Consultants):

  • Partner with the Finance team to oversee monthly reporting for Independent Consultants.
  • Ensure timely submission of Consultant reporting supporting the consultant team in any inquiries they may have.
  • Update and maintain Independent Consultant Agreements, reflecting any changes in scope or work provided by their supervisors.

Personnel (Employees):

  • Collect and verify necessary documentation from new employees, adhering to GDIP guidelines. Make trips to GDIP to deliver collected documents twice a month.
  • Cooperate with GDIP on documents needed for hiring according to the labor law.
  • Act as a liaison between employees and insurance provider, facilitating enrollment and any changes needed.
  • Maintain confidentiality and accuracy in handling employee data and documentation.
  • Support military reservation effort of the Project in coordination with HR Manager.

Minimum Requirements:

  • Bachelor’s degree in Human Resources Management, Business Administration, or related field
  • At least two years of experience in recruitment and HR administration, preferably in a development or non-profit context
  • Excellent knowledge of Ukrainian Labor Legislation, experience with military reservation of employees preferred
  • Fluent Ukrainian and English is a must
  • Excellent interpersonal and communication skills, with the ability to interact effectively with diverse stakeholders
  • Strong organizational abilities, including the capacity to prioritize tasks and manage time efficiently
  • USAID program experience preferred.
