Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking for the programme U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme Phase II (U-LEAD with Europe II) a qualified staff member to fill the position of an:

Project Manager MLG Cluster-Directorate Office (full-time, Kyiv)

Since 2016, the Multi-Donor Programme U-LEAD with Europe II, supported by the European Union and its Member States  Germany, Denmark, Slovenia and Poland, has been supporting successive governments in Ukraine to empower local self-government (LSG) by merging over 11,000 towns, settlements and villages into 1,470 more effective hromadas, decentralising resources and powers in key sectors (education, healthcare, social services, etc.), and enabling social and economic development. With its nationwide systematised approach to capacity building delivered through 24 regional offices in all regions of Ukraine, the Programme has made a key contribution to the consolidation of the newly-merged municipalities and to making the decentralisation reform happen as well as making it work. U-LEAD with Europe continues to support and strengthen the capacities of Ukrainian municipalities during the ongoing war within Ukraine’s recovery, reconstruction and resilience, within the context of the continuing reform as well as Ukraine’s EU accession process and focusing particularly on the essential role of LSG within this context. U-LEAD is part of GIZ’s MLG Cluster in Ukraine.

The project manager will support the MLG Directorate Office (MLG-DO) that is part of the “MLG-Directorate” responsible for the management, monitoring, reporting, communication, implementation of activities, strategic orientation of U-LEAD and other projects of GIZ’s MLG Cluster in Ukraine. The MLG-DO is inter alia responsible for the coordination, organisation and planning of high-level events (conferences, seminars, workshops, round-tables, study visits, municipal partnership exchanges and network events etc.) in Ukraine and abroad, coordination and planning of high-level visits in Ukraine (in Kyiv and within the regions of U-LEAD’s regional offices, and other projects of the cluster) as well as the coordination of travel arrangements and logistics of Ukrainian delegations abroad.

The project manager will support the MLG-DO in these areas through high-quality coordination, consultancy and advice.

Areas of responsibility:

  • Coordinating the organisation and preparation of high-level events, meetings, workshops, conferences and networking events, as needed for U-LEAD’s units and other projects of the cluster.
  • Coordinating the logistics, including travel management of high-level Ukrainian delegations abroad, such as study tours.
  • Ad-hoc support in the smooth operation of events in the House of Decentralisation.
  • Supporting the Cluster Coordinator and Programme Director, in operational activities and logistics, as needed.
  • Communication and coordination with the beneficiary of the Programme and other partners and stakeholders within the organisation of events/travel management.
  • Contributing ideas to relevant and creative event formats, particularly for internal events, such as (management) team events, including team-building activities, ice-breakers etc.
  • Support in event budget management, and coordinating the process of travel approvals/allowances with GIZ Country Office in Ukraine pursuant to the rules and regulations of GIZ.
  • Supporting Senior Advisor in the coordination and communication of U-LEAD’s beneficiary and partners, as needed.
  • Loyal and discreet behaviour vis-à-vis third parties in all internal matters in respect of the guidelines on integrity.

Qualifications:

  • MA in such fields as social or political sciences, economics, law or an equivalent.
  • At least 3 years of professional experience in event planning, provision of services, or similar
  • Native Ukrainian speaker; proven ability to speak, write and read English.
  • Excellent working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).

  • Very good coordination and management skills.
  • Excellent communication, presentation and organisational skills.
  • Attention to detail combined with the ability to work under pressure and meet deadlines.
  • High degree of loyalty and discretion.
  • Availability to take on responsibility and a corresponding sense of responsibility.
  • Availability to develop core competences and expertise and to develop further.
  • Willingness to travel within Ukraine, if required.

Employment conditions

The assignment starts as soon as possible. Full-time position with 40-hours working week. For now, the contract duration is till the end of December 2024.
