Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: National Consultant/ Trainer on reparations processes coverage and sensitization for civil society and media organizations

  1. Duty Station of the Consultancy: Kyiv, Ukraine (home-based)
  2. Duration of Consultancy: 24 June – 31 August 2024
  3. Nature of the consultancy:

Under the overall supervision of the Chief of Mission, the Operations Coordinator of Transition and Recovery Unit and the Programme Officer for Peace, Security and Human Rights (PSHR), and the direct supervision of the National Project Officer, the Consultant will develop a set of training materials, including a concept note, agenda and curriculum of activities to build the capacities of civil society and media organizations on delivering and producing advocacy messaging related to national reparations processes for the benefit of survivors of human rights violations and communities affected by the war. The Consultant will also facilitate three training sessions as per the materials and agenda prepared and approved by IOM.

  1. Project Context and Scope:

The impacts of the full-scale invasion of Ukraine are immediate in terms of humanitarian needs and protection concerns, and massive in terms of recovery, reconstruction and prospects for stability. IOM Ukraine’s programmes contribute to durable solutions through the reconstruction of housing and community infrastructure, the creation of safe space for local governance and dialogue between communities and authorities. Moreover, sustainable return and durable solutions for displaced populations can only be achieved if, among other criteria, remedies are provided to survivors of human rights violations. As such, IOM, under one of its projects, implements activities dedicated to the support of the Government of Ukraine in building the capacity and developing expertise in the field of addressing human rights violations through, inter alia, the provision of comprehensive reparative measures. Civil society and media organizations play a critical role in regard to national reparations processes, specifically in terms of advocacy for the survivors of human rights violations and war-affected communities and monitoring of the compliance of the government and other actors with their objectives and procedures.

  1. Organizational Department / Unit to which the Consultant is contributing:

The Consultant will primarily contribute to “Supporting the Government and Civil Society of Ukraine to Develop a Consultative Platform for survivors of Human Rights Violations and Increase the Capacity of National and International Actors to Develop and Implement Reparations Mechanisms” project, funded by the Swiss Federal Department of Foreign Affairs, under the Peace, Security, and Human Rights Programme within the Transition and Recovery Unit of IOM Ukraine.

  1. Category B Consultants: Tangible and measurable outputs of the work assignment:

The tasks to be performed by the Consultant are:

  1. Develop set of training materials, including a concept note, agenda, curriculum, pre-and post-tests , practical exercises etc.
  2. Facilitate three training sessions for civil society and media organizations that play a critical role in the national reparations processes, specifically in terms of advocacy and messaging for the survivors of human rights violations and war-affected communities.
  3. Design the curriculum in coordination and agreement with the National Project Officer. Following topics should be included in the training materials:
  • The importance of sensitive and accurate awareness raising by journalists and media actors on the topic of reparations and types of remedies that survivors of human rights violations (HRV);
  • How to produce accurate and critical media materials, in adherence with ethical standards, that include personal stories of the affected population.; and
  • How journalists and media actors should work with the topic of restorative justice in war time, especially in terms of selecting and assessing reputable and trustable data and resources to highlight the issue of reparations for the survivors of HRV.
  1. Integrate practical exercises for future implementation in the training package with clear instructions.
  2. Facilitate three training sessions as per the materials and agenda prepared and approved by IOM
  3. Perform such other duties as may be assigned.

Category B Consultant is hired to deliver Training materials package in Ukrainian:

  • Deliverable 1 – A complete training package, including pre-and post-tests, and an integrated practical exercise package – Deliverable by email by 12 July 2024.
  • Deliverable 2 – Deliver three training sessions to civil society and media organizations selected by IOM on the topics referred to in Section 4 of the ToR; The consultant should submit participant attendance lists, photos and training reports – Deliverable by 31 August 2024.

*NB: Payment will be in single instalment upon completion of the above deliverables.

  1. Performance indicators for the evaluation of results
  • Consultant is responsive to IOM engagement on material revisions.
  • Deliverables are submitted on time.
  • Deliverables are technically sound and accessible to non-technical audiences.
  • Positive evaluation of the training modules by the training participants.
  1. Education, Experience and/or skills required
  • High school diploma/certificate or equivalent with at least 5 years of relevant work experience

OR

  • Bachelor’s degree in social science or other related fields with at least 3 years of professional work experience;
  • Proven experience in developing training courses on the subjects related to those indicated in the Terms of Reference.
  • Strong written and communication skills.
