SCOPE OF WORK
Job Title: Deputy Chief of Party – Operations
Estimated Period of Performance/Level of Effort: Long-term
Chemonics seeks a deputy chief of party – operations (DCOP – Ops) for the anticipated USAID-funded OEG: New Private Sector Activity: STRONG UA in Ukraine. This new activity will serve as USAID/Ukraine’s flagship trade and competitiveness project from 2024 to 2029. The award will build on the work of the Competitive Economy Program (CEP), which is scheduled to end in October 2025, and will be a major component of USAID’s Economic Stability and Recovery Initiative (ESRI). The new award will work to foster a better business enabling environment, provide support for competitive industries and firms, boost job creation, and increase exports.
The DCOP – Ops will be responsible for assisting the chief of party (COP) and deputy chief of party – technical with the development and implementation of management systems, and supervision of project operations and staff. They will ensure the coordination and coherence of and adherence to U.S. government regulations and Chemonics’ corporate and field office policies. They will work closely with the Compliance Director, SIF Director, and Senior Operations Manager to oversee administrative, human resources, monitoring evaluation and learning (MEL), procurement, communications, IT, logistics, SIF, grants, and subcontracts activities of CEP. They will support the COP in the management of the project’s expatriate and local staff, representing CEP to USAID, maintaining two-way communication throughout the project with the client, project office, home office, and other relevant project organizations.

Responsibilities include:
- Support the COP in developing and implementing key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; SIF, subcontracts, and grants management; and personnel management.
- Oversee daily work of project teams in conjunction with the SIF Director, MEL Manager, and Communications Lead, as directed by the chief of party.
- Identify challenges, obstacles, and difficulties affecting the operation and effectiveness of project implementation, develops strategies to solve these problems, and works with the COP and USAID as needed to install and implement these strategies.
- Ensure accurate tracking of field office expenditures, produces annual budget forecasts, and monitors overall financial performance of the project, in coordination with the PMU, project Accounting and Finance Manager, Senior Operations Manager, and SIF Director.
- Monitor and support the standardization of operational systems and policies for project in-person and remote staff.
- In cooperation with Compliance Director, ensure compliance with U.S. government regulations, Chemonics’ corporate policies, Ukrainian law, and any supplemental policies developed specifically for the project.
- Directly supervise and provide regular and constructive feedback to project staff.
- Liaise with project technical team, grants and procurement team, financial team, home office PMU, and various home office departments to ensure seamless operational support.
- Participate in the development of the annual work plan and formulation of other deliverables and reporting to USAID.
- Facilitate the use of tools and systems required for the planning, implementation, tracking, reporting and quality control of the project’s technical activities. This will include work planning, monitoring and evaluation, scopes of work, progress reporting, and other documentation submitted to USAID.
- Oversees recruitment and hiring of all local staff.
- Performs other duties as required.
Qualifications:
- Bachelor’s degree in finance, business administration, international development, or related field; Master’s degree preferred.
- Minimum five years of progressively responsible experience in administrative and financial management of large-scale, complex, international development assistance programs, experience with USAID activities highly preferred
- Possess a comprehensive understanding of USAID rules and regulations for project implementation, specifically for cooperative agreements.
- Demonstrated supervisory experience with hybrid teams.
- Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively.
- Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements.
- Strong analytical skills and demonstrated ability to solve complex problems.
- Fluency in English required, proficiency in Ukrainian or Russian is preferred.
