The Investment for Business Resilience Activity (formerly known as the Financial Sector Reform Activity) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

The IBR is looking for candidates to fill in the Environmental Compliance (EC) Specialist, LTTA in Kyiv or Lviv.

PURPOSE OF THE ROLE: 

The Environmental Compliance (EC) Specialist will oversee the design and implementation of USAID Investment for Business Resilience (IBR) Activity’s environmental management system. S/he is a key member of the IBR team and plays a pivotal role in assuring adherence to environmental policies and regulations, environmental controls, and reporting systems. The Environmental Compliance Specialist will provide environmental analysis support to the technical, grants and procurement teams and ensure preparation of environmental assessments for grants proposals and procurement contracts.

OBJECTIVES AND DUTIES:

  • Ensure that all program activities, including grants, in-kind procurements, and subcontracts, consider potential environmental impact, incorporate required environmental mitigation measures, and address any environmental concerns during project implementation.
  • Serve as project focal point and subject-matter expert for all issues and inquiries related to environmental compliance.
  • Work with grants team to gather information for environmental assessments of grant activities, conduct environmental due diligence of potential grantees and ensure environmental compliance of submitted grant proposals.
  • Participate in the evaluation of environmental risks of proposals submitted by subcontractors, grantees, or beneficiaries in line with their reliability and ability to achieve compliance with USAID environmental standards.
  • Draft and complete environmental compliance documents (checklists, SERFs, EMMPs) for submission to DAI home office and/or USAID.
  • Establishes monitoring schedules, indicators, and means of verification with project teams and partners/beneficiaries.
  • Monitor the implementation of environmental compliance through regular visits to project activities, review of reports, correspondence, working with third party / independent assessment, etc.
  • Establish training requirements and responsibilities to build the capacity of project staff and local implementing partners (grantees and subcontractors) to comply with mitigation measures.
  • Coordinate as necessary with the Government of Ukraine and USAID to process all documents required to obtain required environmental clearances and ensure compliance with local environmental protection regulations.
  • Maintain cooperative relationship with USAID Environmental Officer.
  • Monitor project environmental impact and report on compliance with USAID environmental policy.
  • Maintain and track all compliance documentation for technical audits.
  • Prepare accurate and timely progress program reports on a quarterly basis, contribute to preparation of annual reports, and include updates to the annual implementation plan on the status of the project’s environmental management systems.
  • Travel to grantee locations when required, with priority for safety and security.
  • Perform other tasks as directed by the IBR senior management to ensure compliance with USAID and Ukraine environmental regulations policies.

QUALIFICATIONS: 

  • Bachelor’s degree in a relevant field.
  • Experience with USAID and/or in Ukrainian environmental and technical compliance procedures.
  • Prior experience with environmental law and related environmental compliance for donor funding.
  • Experience working with donor-funded grants or procurements preferred.
  • Minimum 3- 5 years of relevant professional experience.
  • Experience producing technical reports and managing data.
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders.
  • Spoken and written fluency in English and Ukrainian required.
  • Work experience with internationally funded projects preferred.
  • Attention to detail, able to manage one’s work, take initiative, set schedules and meet deadlines without close supervision.
  • Ability to train and coach project staff on environmental compliance principles and compliance.
  • Based in Ukraine.
