Position Purpose

Pact is seeking applications for the position of Senior Finance Officer. Under the direction of the Finance Manager, the Senior Finance Officer assists and supporting in providing accounting and financial analysis support, audits back-up documentation, and provides assistance in the submission of financial statements in accordance with internal deadlines.

Key Responsibilities:

· Process entries into Pact accounting program in accordance with Pact policy, verifying accuracy of expenses, and project accounting codes;

· Prepare payment orders in the bank program for all bank transactions (including payment orders for sub-awardees) in accordance with Pact’s policy and the legislation of Ukraine;

· Review of packages of documents for processing payments for project’s events and other payments, if necessary;

· Collect and review and verify the backup documentation for processing payments for consulting services. Maintain monthly consultancy tracker, inc. fill out the technical staff spreadsheet on a monthly basis in accordance with payments made.

· Completion of documentation related to business trips in accordance with the legislation of Ukraine and in accordance with Pact’s procedures, such as draw up the relevant forms, monitor the timeliness of advance payments, monitor timely reporting. Enter travel data into relevant online journals (online log of travel orders, online log of advance reports);

· Monitor the changes in Ukrainian legislation regarding the project employees’ travel policies.

· Participate in monthly inventory and verify the balances of branded and other goods to be distributed among grantees or events participants in the warehouse. Review the completeness of documents and online goods log;

· Conduct monthly reviews of backup documentation for expenditure records recorded in the Pact’s accounting program to ensure completeness, accuracy, and full compliance with Pact regulations, local law, and USAID requirements.

· Assist in preparation and submission of financial reports according to Pact policy;

· Responsible for maintaining the file management systems, and accounting and financial documentation in soft and hard copies as required;

· Prepare and submit a Petty Cash report in Pact accounting program per internal Pact policy;

· Ensure inventory entries respond to Inventory log and back up documentation;

· Perform other duties as assigned and comply with this SOW.

Basic Requirements:

· Degree in Accounting, Finance, Business Administration or equivalent;

· 5+ years of experience on similar position;

· Working proficiency of English (oral, writing and reading);

· Knowledge of Ukrainian and international accounting standards;

· Knowledge of Ukrainian tax, financial and labor laws;

· Experience working on a USAID-funded project a plus;

· Experience with enterprise accounting software and Microsoft office.

Preferred Qualifications:

· Knowledge and understanding of donor policies and regulations;

· Excellent organizational skills ;

· Demonstrated ability to deal – independently and as a team member – with a wide range of people, situations and languages;

· Excellent organizational skills and ability to manage a complex workload and deadlines;

· Excellent communication skills;

· Pro-active, fast-thinker, and able to work with minimal supervision
