Summary   

Eurasia Foundation (EF) is a US-based non-profit, nonpartisan organization committed to helping citizens in countries in transition realize their full potential and transform their societies. EF supports governments and citizens to enhance responsive, accountable, and transparent governance, and helps citizens build a stronger, more resilient civil society.   

EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.  

EF is recruiting for Open Data Assistant. 

The Open Data Assistant is a supporting role within the team, working closely with the Open Data Coordinator, Open Data Lead and component partners to support effective implementation of the Open Data component. ODA will assist with wide range of programmatic and administrative tasks including program monitoring, preparing regular program reports, logistics of policy events and training.  

Essential Functions 

  • Draft agendas and work schedules and assist with facilitating regular meetings among DTA staff, GoU officials and partner organizations working on Open Data. 
  • Assist in drafting event announcements, invitation letters other documents. 
  • Maintain program files and records, add new information as it becomes available.   
  • Liaise with and support  DTA partners responsible for Open Data training for public sector officials. 
  • Coordinate closely with the contracted experts on programmatic questions (i.e. supporting informational audits for data providers and performing analytical work).
  • Coordinate meeting logistics in Kyiv and regional cities. 
  • Assist with the logistics of major public policy events focused on Open Data developments  
  • Liaise with partner organizations to coordinate logistical arrangements for domestic and international workshops/trainings. 
  • Prepare training kits or information packages and send materials to participants in a timely manner. 
  • Coordinate registration process and act as contact person for workshops/trainings participants. 
  • Prepare and process Open Data administrative documents: collect and review invoices, act of acceptance, prepare requests for payment, payment purchase request forms, etc. 
  • Coordinate closely with the contracted experts on administrative questions (i.e. reports, agreements, invoices, other). 
  • Assist with preparing business trip documentation when required. 
  • Contribute to annual work plans, conduct program monitoring and draft regular reports for the donor and GoU counterparts. 
  • Provide translation written and oral when required. 
  • Other duties as assigned.  

Education 

  • Bachelor’s degree in public administration or other related field; Master’s degree preferred.

Qualifications/Experience 

  • Preferred minimum one year of experience supporting international technical assistance programs required; previous experience with USG-funded programs a plus. 
  • Demonstrated knowledge of Ukraine’s political context, Open Data  reforms, relevant civil society organizations, and government service delivery preferred. 
  • Understanding of best practices in digital governance and anti-corruption.    
  • Familiarity with the operating environment and main stakeholders in Ukraine regarding anti-corruption and digital governance efforts.   
  • Exceptional writing, research, and communications skills. 
  • Excellent organizational skills and attention to detail. 
  • Experience in assisting/organizing events, trainings, workshops. 
  • Ability to multitask and work in a fast-paced environment. 
  • Ukrainian and  English writing and spoken proficiency required.
