SUMMARY 

Eurasia Foundation (EF) is a US-based non-profit, nonpartisan organization committed to helping citizens in countries in transition realize their full potential and transform their societies. EF supports governments and citizens to enhance responsive, accountable, and transparent governance, and helps citizens build a stronger, more resilient civil society.   

EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.  

EF is recruiting an eProcurement Ecosystem Program Assistant.  

The eProcurement Ecosystem Program Assistant will serve as a key support figure within the eProcurement Ecosystem team, and will support the enhancement of Ukraine’s eProcurement system, Prozorro, focusing on the development of an end-to-end system that enhances transparency and efficiency in public procurement. This role involves supporting institutional reforms and strengthening centralized purchasing bodies (CPBs). Additionally, the assistant will support building the capacity of government officials, improving oversight and audit systems, provide policy support, and play a key role in advancing Ukraine’s digital infrastructure and procurement processes.     

DUTIES   

  • Support the selection and procurement of technical solutions and improvements for the Government of Ukraine’s (GoU’s) Prozorro system. 
  • Draft agendas and work schedules and assist with facilitating regular meetings among DTA staff and partner organizations working on public procurement reform. 
  • Liaise with and support local DTA partners responsible for procurement-related policy analysis and legislation as well as delivering in-depth training for public sector officials. 
  • Conduct research to support the development of draft legislation in the public procurement sphere, document best practices in public procurement reform. 
  • Provide programmatic and logistical support as needed, including, but not limited to: preparing draft invitations/letters and administrative documents, sending e-mails. 
  • Assist with preparing weekly, quarterly and annual reports in line with donor requirements, prepare reports for GoU counterparts 
  • Collect all eProcurement Ecosystem component-related monitoring, evaluation and learning (MEL) indicators, indicating gender breakdowns as requested/when possible. 
  • Contribute to annual work plans. 
  • Provide technical translation and interpretation as needed. 
  • Prepare event announcements, invitation letters, PowerPoint presentations.  
  • Serve as a contact person for eProcurement Ecosystem component activities. 
  • Other duties as assigned. 

QUALIFICATIONS   

  • Bachelor’s degree in business management, business administration, law, or other related field. 
  • A minimum of one year of experience supporting international technical assistance programs required, previous experience with US government-funded programs a plus. 
  • Demonstrated knowledge of Ukraine’s political context, state procurement processes, relevant civil society organizations, and government service delivery strongly preferred. 
  • Understanding of best practices in digital governance and anti-corruption. 
  • Familiarity with the operating environment and main public procurement, anti-corruption and digital governance stakeholders in Ukraine preferred. 
  • Ability to multitask and work in a fast-paced environment. 
  • Experience in assisting/organizing trainings, workshops.  
  • Knowledge of Microsoft Office Suite. 
  • Exceptional writing, research, and communications skills. 
  • Excellent organizational skills and attention to detail. 
  • Ukrainian and English writing and spoken proficiency required.
