Mercy Corps’ Ukraine response meets the humanitarian needs of people affected by the war in Ukraine. Since the escalation of the war in 2022, Mercy Corps has supported more than 750,000 war-affected people in Ukraine and neighboring countries. We have provided cash assistance, food and hygiene kits, and psychosocial support for people in emergency situations; grants for micro, small and medium businesses, as well as small to medium farming enterprises; and conducted large-scale information campaigns. Notably, nearly all our programming is delivered in partnership with civil society organizations matching humanitarian action with capacity strengthening and a real commitment to localization.
In the initial response to the war in Ukraine, Mercy Corps is focused on the emergency delivery of aid to the affected populations, primarily through Multi-Purpose Cash Assistance (MPCA) and in-kind food and non-food assistance. Mercy Corps will continue this life saving assistance for as long as it is needed but acknowledges that recovery and resilience requires access to steady income alongside functioning markets. Therefore, alongside ongoing emergency activities, Mercy Corps will launch early recovery activities, that will contribute to stabilization of livelihoods and improved resilience for IDPs and conflict-affected individuals. In line with direct investments to support self-employment opportunities, SME and agriculture sectors, this pilot will work as an adaptive response mechanism and will adapt programming according to ongoing analysis of the context and potentially changing needs.
The Senior MEL Officer will assist in the development, and implementation of MEL system for the Resilience Program as part of the resilience consortium. He/She will be responsible for monitoring, evaluation, following reporting requirements, and standardization of data collection tools for the program’s key components, including support to SMEs and self-employment. He/She will also ensure the quality of MEL activities by setting adequate information management systems for all stages of data management, implement and oversee data quality audits and assessments, define and design processes and guidelines for data validation, verification and other quality standards as needed. The Senior MEL Officer will conduct the data analysis and ensure all the program data is within the program for learning and adaptation of program activities. He/She at the same time should promote Mercy Corps values through various entry points in the project and preserve staff moral and enthusiasm for the project work.

S/he must be sensitive to political and cultural nuance and able to consistently apply excellent judgment to a variety of demanding and fast-changing situations, as well as the ability to foster solid working relationships with Mercy Corps staff. Working as part of a team and coordinating with project personnel, as well as strong organizational skills, are essential to this position.
This position can be based in Dnipro, or Kyiv, Ukraine, but location is subject to reassessment given the dynamic context. Accommodations are being defined and access to services – medical, electricity, water, etc is in place but may change depending on the situation. This position requires travel to surrounding areas, as security permits. Given the emergency context, this position requires flexible work schedules.
